A retirement banquet was held last Thursday night for
Mrs. Abelle Palmore Nivens after 43 years of teaching.
Mrs. Nivens graduated from Bettis Academy at 18 and
began teaching the same year in a one-room school.
She later earned the B.S. degree in elementary education
from South Carolina State College and the M.A. degree from

National Conference of Black
Mayors (NCBM) reached
agreement on a number of
NCBM concerns during a June
meeting in Washingto, D.C.

Cooper, mayor of the City of
Prichard, Ala., along with other
NCBM officials, met with FBI
Director William Webster, to
discuss growing concerns of
apparent harrassment of Black
leaders across the country by
the FBI and the recent
disclosures under the Freedom
of Information Act regarding
the activities of an “unnamed
Black leader’s” attempt to
discredit or replace Dr. Martin
Luther King Jr.. After reading
the memo, Mayor Cooper
stated, “it is obvious to me
that the leader is not Roy

director, Michelle Kourouma,
Mayor Earl Lucas of Mound
Bayou, Miss., Mayor Judge
Stringer of Hobson City, Ala.,
and two FBI officials: Homer
A. Boynton, director of Public
Affairs; and Russell J.
Bruemmer, special assistant to
the director.
The major items discussed
for which agreements were
reached are:
- If invited, Judge Webster
would write an article or be
interviewed by the Black Press
regarding the FBl’s Office of
Professional Responsibility
(OPR) and its interrelationship
with the Justice Department’s
OPR in order to inform the
public on the complaint
procedure regarding

Ebony magazine extend the
invitation and Ebony has

Webster to write the article.
- Judge Webster agreed to
select a person from a list,
submitted by NCBM, who
would evaluate the FBl’s
Human Relations Training
Program.
- The director will review
and evaluate the 547 elected
officials currently under
investigation to determine
whether or not the Black
elected officials’ cases were
initiated for political or racial
reasons.
- With approval from the
attorney general, he has agreed
to create an intragovernmental

illegitimate FBI activity.
NCBM suggested that Eleanor
Holmes Norton, chairperson of
the Equal Employment
Opportunity Commission nad
Drew Days, assistant director
serve along with a person
selected by Judge Webster.
- A review and evaluation
will be conducted by Judge
Webster on the rotation
process of agents.
In addition to the above,
Mayor Cooper said the FBI will
be increasing its concentration
on minority recruitment.
Currently, there are 8,000
agents in the field. Only 146
are Black.
The NCBM/FBI meeting was
arranged following a telegram
that the Black mayors’
organization sent President
Jimmy Carter requesting full
disclosure of all FBI files and
records regarding investigations
of Black elected officials and
Black organizational leaders.
Both. Mayor Cooper and Ms.
Kourouma said the meeting
with Judge Webster was “very
open, relaxed and positive.”

celebrates
anniversary
Mason Chapel Church of
God in Christ celebrated its
50th anniversary last week
with Evangelist Mark Walden
presiding. The services
climaxed on Sunday with Elder
C. Woods and the Friendly
Church of God in Christ as
special guests.
Mason Chapel was founded
by Elder R. Hubanks. In 1932,
Bishop R.D. Fields was
appointed to serve the church.
Since that time he has served as
pastor and district
superintendent.
He was ordained bishop in
1966 and appointed
jurisdiction bishop over the
church.
YOUTH CONGRESS

Congress and Sunday School
Convention are meeting at
