The teenage population
tends to be practically absent
or highly diminished in church
membership and attendance,
across denominational lines,
according to a study
co-sponsored by Transactions,
Inc. and the Howard University
School of Religion.
This finding is significant in
view of the fact that
nationally, Black youths, ages
8-19 are pictured as an
“endangered specie.” This
points out to the Black church
its responsibility not only for
corrective measures, but the
need to publicize the many

The study, entitled, “The

that the similarities in

NOTICE OF PUBLIC HEARING
Re: Federal Operating Assistance for the Augusta Transit
Department for FY 1978
Notice is hereby given that a public hearing will be held by
the City Council of Augusta in Room 803,
Augusta-Richmond County Municipal Building, at 7:00
p.m. on December 21, 1978, for the purpose of considering
a project for which Federal operating assistance under
Section 5 of the Urban Mass Transportation Act of 1964, as
amended, is being sought.
Grant monies obtained as a result of this application would
be utilized to offset the operating deficit experienced by
the Augusta Transit Department during the period July 1,
1977 to June 30, 1978. This deficit was incurred while
providing transit service to the City of Augusta and
portions of Richmond County adjacent to the City. The net
cost of this project is $566,085 of which $283,042 will be
funded with Federal grant monies and $283,040 will be
funded from the City of Augusta's general fund.
No persons, families, or businesses will be displaced by this
project. It will not have a significant negative environmental
impact on the transit service area. This plan is in
conformance with comprehensive land use and
transportation planning in the area and is consistent with
the adopted programming of projects, in the Transportation
Improvement Program. This project, by assisting the
continued provisions of transit service and including the
cost of providing specialized transportation service for
elderly and handicapped persons, will increase the mobility
of the elderly and handicapped by providing an alternate
mode of transportation and by providing for them to pay
one-hald of the regular fare during off-peak hours of
service.
At the hearing, the City Council of Augusta will afford an
opportunity for interested persons or agencies to be heard
with respect to the social, environmental, and economic
aspects of the project. Interested persons may submit orally
or in writing evidence and recommendations with respect to
this project.
A copy of the application and the Transportation
Improvement Program for the area is currently available for
public inspection at the Augusta-Richmond County
Planning Commission, 525 Telfair Street, Augusta, Georgia.
Published in the Augusta News-Review November 22 and
December 13, 1978.
