Carter picks Augusta native
as ambassador to Botswana
An Augusta native is
President Carter’s choice for
Ambassador to Botswana.
Dr. Horace G. Dawson Jr.,
whose father still lives at 1430
Wrightsboro Road, was
nominated to the new post
recently, according to a White
House announcement. The
appointment requires Senate
confirmation.
Dr. Dawson is currently
Counselor of the U.S. Embassy
for Public Affairs and Director
of the U.S. International
Communications Agency
in Manila, Philippine Islands.
He and his wife, Lula, have
been in the Philippines for the
past two years.
Before taking up his
assignment in Manila, Dr.
Dawson was director of all
African programs for USICA,
operating in that capacity from
Washington.
A veteran foreign service
information officer, Dr.
Dawson began his career in the
service in 1962 as Cultural

When viewers tune in to
Channell 12’s “Midday on
Twelve” program this week,
there will be one ingredient
missing - Wanda Starke, the
show’s black co-anchor and
producer.
Ms. Starke, who joined
WRDW television last year, left
the station last Friday to
return to her home state.
The Virginia native rose
through the ranks at the
Augusta television station
expanding her role from
reporter to anchor and news
producer.
But the media is not
completely open to women, she
said.
“I was always told that
communications was an open
field. The famous line was ‘a
talented black female has it
made.’ Believe me, it is not
true. If an employer hires
minorities simply to fill Equal
Employment Opportunity
requirements, once he meets
his quota, chances are a
minority applicant will not be
hired, regardless of how
talented or qualified he or she
is.”
Though the words, “Wanda
Starke, 12 Country News,”
may have become the familiar
dialogue asociated with the
news personality, others may
remember her in other types of
communication work here.

He was later Cultural Attache

that director of the then USIS

Award.
After graduating from C.T.

Laney High School), Dawson
attended Lincoln University,
Pennsylvania, graduating from
there with (A.8.) honors in
1949. He later earned a
master’s degree at Columbia
and the Ph.D. in mass
communications at the State
University of lowa (1961).
Before joining the foreign
service, he taught literature and
journalism at Southern
University, and North Carolina
Central University, where he
was also for a time director of
public relations.
During his most recent tour
in Washington with USICA,
Dawson was a visiting lecturer

Before working at Channel
12, she worked as an
investigator for the Human
Relations Commission, news
director for WRDW radio and
as a reporter for WBBQ radio.
As an only child, Ms. Starke
said her motivation stems from
encouragement at home and at
school.
“My parents always said, ‘do
your best at whatever you do
and we’ll try to help you as
much as we can.’ My teachers
were also influential,” she said.
“My parents (Mr. and Mrs.
Clarence Starke of Newport
News, Va.) were very strict,
but they rarely denied me the
opportunity to make major
decisions.”
Until her senior year in high
school, she attended
predominantly black schools
where teachers toughened
assignments to make up for
“antiquated textbooks and
facilities.”
“The schools may have been
inferior, but the teachers were
not. They understood and they
cared, which is something
neither new books nor nice
schools can do.”
“The most memorable
person was my tenth grade
biology teacher. No matter
how hard you tried, she was
never satisfied with your
performance. Her famous
words were ‘you are black,
which means chances are you

Dawson’s sister, Mrs. Josephine
M. Taylor, is school librarian at

brother, Dr. Leonard E.
Dawson, formerly guidance

and Zimbabwe-Rhodesia.
Starke said she believes
progress in portraying blacks
can be measured by the fact
that there are more black
oriented shows.
“However, it is disturbing
that blacks are not cast in
serious dramas for the most
part, unless it is a
detective-police story, she said.
“The blacks holding down
jobs in the telivision industry
are primarily the comedians
(‘The Jeffersons,’ ‘Good
Times,’ etc.). Blacks have no
‘Little House on the Prairie’ or
a modern-day family drama to
relate to as seen through the
eyes of television.
“There are no black doctors
(until this season with the
‘Lazarus Syndrome’), lawyers,
reporters, yet there are plenty
of roles for black prostitutes
and pimps. Then there are the
‘super moms’ who must assume
the responsibilities of a strong
patemd figure.”
Ms. Starke said there has
been progress as far as shaping
attitudes about women and
minorities on television.
“However even with the
progress that has been made,
there is still more that needs to
be done, she said.
While the media likes to
think of itself as being
responsive to all people, in
many cases it is not and will
not be, as long as minorities are
perceived as ‘mysterious’ and
are focused on primarily as
‘problems’.”
