NAACP
occured on Washington Road.
Bowdry noted that there
have been no charges filed
against the drivers of those cars
and added that the NAACP
deplored this type of action
from the local governments.
He asked officials of the city
and county to “take strong
measures in securing street
lighting, turn signals and red
lights in the sections of
Washington Road, Highway 78,
Wrightsboro and 78,
Culpeppers and 78, and West
Street and 278.
Bowdry said a traffic light
should be placed at Highway
150 and the by-pass, since
serious accidents have occured
at that intersection recently.
The NAACP also asked for
enforcement of laws against
gambling and the sale of liquor
to minors in two local clubs.
Bowdry told board
members, W.E. “Jake”
Hawkins and Herbert Widener,
that he had presented a similar
request in December of 1978
which resulted in the closing of
several night clubs.
Those clubs were not
following the Georgia drinking
establishment code 26-2704,
which makes it unlawful for
any landlord or home owner to
knowingly rent to anyone for
the purpose of gambling,
Bowdry said.

“T.S. Cody’s Place is one of
the clubs, but I won’t release
the other club’s name at this
time. The sheriffs departments
knows it,” Bowdry added.
The two clubs involved are
refusing to follow the legal
guidelines, and “it seems like
the local law enforcement
departments are very reluctant
in forcing the clubs into
compliance,” Bowdry noted.
Commission Chairman
Hawkins told Bowdry that he
could assure him that McDuffie
County Sheriff William Swann
was working on the problem.
The board members took no
action on the request.
“We would not like to think
that lawmen are sanctioning
such activity, but rather, we’d
like to believe that they, too,
want to protect the adults,
young adults, teenagers, and
children from such
environment,” Bowdry said.
Bowdry will present a
similar request to the Thomson
City Council at Thursday
night's meeting.
