professionals (or less than one
in 12) were black. With only
one exception, these higher
status black employes were in
departments that implement
federally-funded projects.
Ten of a total of 109
technicians (less than one in
ten) and five of a total of 46
paraprofessionals (one in nine)
were blacks.
White women were
under-represented relative to
their population in all but
Office/Clerical job categories;
however, they held responsible
professional jobs as county
clerks or in health and welfare
functions.
Black women are strangers
to responsible jobs, said the
Council study. One of a total
of 75 Professionals in the 14
governments was a black
women, and two of a total of
136 Officials/Administrators
were black women. Both were
in low salary ranges. Only four

among the 1,828 permanent
full-time employes of the 14
governments.
Not unexpectedly,
considering the low status jobs
they hold, blacks earned low
salaries more often than
non-blacks, reported the
Council. Almost one in three
of all black employes earned
less than $6,000 annually,
while one n ten of all
non-black employes was in that
salary level. One in two of all
black females earned less than
$6,000 a year. Although 68
employes were paid more than
$13,000 annually, only one of
them was a black male and
none was a black female.

The average size of the rural
Black Belt governments
included in the Council study
was 131 permanent, full-time
employes. Regional date for
local governments have not
been published by any other
source, said Marge Manderson,
author of the report.

by Red Cross
The American Red Cross is
offering three Vital Signs
classes during February.
Temperature, Pulse and
Respiration -will be offered
February 21 from 10 to 1:30.
Blood Pressure will be
offered February 22 from 10
to 1:30, and Feb. 28, 6:30 to
9:30 pan.
All classes will be taught at
the chapter office. Advance
registration is required at the
Red Cross, 811 12th St. Those

set meeting time
The Able-Disabled will meet

College plans
free workshop
A free income tax workshop
will be held at Paine College
Feb. 13, 14, 20 and 21 from 9
a.m. until 8 pan. on the fourth
floor of Haygood-Holsey Hall.
This workshop is designed to
help low income individuals
prepare federal and state
income tax returns.
Paine to hold
pre- regis tra tion
Pre-registration for spring
quarter will be held at Paine
College Feb. 18 through 22 in
Haygood Holsey Hall from 9
a.m. tunil 5 p.m.
Registration for spring
quarter will be held March 25
in the campus center.

Chicken is versatile

The versatility of chicken is
almost endless, as most of you
know, but perhaps often
overlooked are the many good
and nourishing dishes you can
make with chicken wings. Here
are a couple of examples.
Spanish Wings with Rice is a
hearty main dish and the Ming
Wings -a 1-2-3 tasty surprise -
can easily double for hors
d’ouevres at party time. Enjoy!
SPANISH CHICKEN
WINGS AND RICE
3 lbs. chicken wings
Vz cup all-purpose flour
1 teaspoon salt
% teaspoon pepper
% cup salad oil
1 large onion, chopped
1 green pepper, chopped
1 clove garlic, minced
1 can (4 ounce) sliced
mushrooms (drained)
1 cup regular rice, uncooked
1 can (16 ounce) tomatoes
1 can (10% ounce)
condensed cream of mushroom
soup

% teaspoon chili powder
In a plastic bag, mix flout,
salt and pepper. Add wings,
three or four at a time; shake
to coat. In a large skillet, heat
oil over medium heat. Add
chicken wings and brown.
Remove chicken from skillet
and place in casserole. Add
onion, pepper and garlic to
remaining oil in skillet. Saute
about 5 minutes; add
mushrooms and continue
cooking for 5 minutes more.
Stir in rice, tomatoes, tomato
sauce, mushroom s up, water
and chili powder. Pour mixture
over chicken; cover and bake at
350 degrees for 1 hour or until
chicken is fork tender and rice
is done. Makes 6 serviings.
MING WINGS
3 lbs. chicken wings
% cup cooking oil
% cup honey
4 tablespoons dijon style
mustard
3 tablespoons sesame seed
In fry pan heat oil over
medium heat. Add wings, 6-8
at a time, and brown on all
sides. Remove browned wings
to long baking pan. Mix
together honey, mustard and
sesame seed. Spread half of
sauce over wings. Bake at 350
degrees for 20 minutes. Turn
wings; spread with remaining
sauce. Continue baking 20
minutes or until chicken is
brown and fork tender. Makes
4 servings as a main dish meal.
Ming Wings are delicious as an
hors d’ouevre if disjoined for
finger handling at party time.
