Scholarship Fund.
Scholarships for Miss Kirby
and two other students were
continued for their senior year.
In announcing the winners,
Jack Tarver, chairman of the
fund’s advisory committee,
said the scholarships are a
fitting memorial to the late
publisher of The Atlanta
Constitution. The fund offers
scholarships to students who
have completed at least two
years of college and who have
demonstrated a firm interest in
the news and editorial phase of
newspapering.
Scholarships under the
Ralph McGill Scholarship Fund
are limited to young men and
women with Southern
backgrounds. Recipients must
convince the awards committee
that they firmly intend to
pursue a career in daily or
weekly newspapering and that
their interest and aptitudes are
such that they are likely to
become leaders in the field.
Awards for the 1980-81
scholastic year are for the third
and fourth year of college. A
“B” average is required to
maintain the scholarship.
The Ralph McGill
Scholarship Fund is supported
by grants from the Cox
Foundation and other
contributors.
College has

Qualified high school
students can enroll in classes at
Paine College prior to
graduation through a new
honors scholar program.
To be accepted, a high
school student must be in the
upper 10 percent of his class,
have at least a B average and
800 or better on his scholastic
Aptitude Test (SAT).
Students wishing to enter
the program will be
interviewed by a member of
the admissions committee.
Honors scholars may enroll
in one course per quarter for
full college credit while
attending high school.

Jackson is
dental prexy
Dr. Lindsey Jackson,
formerly of Augusta, now
practicing dentistry in Macon,
was recently installed as the
new president of the Georgia
Dental Society.
A graduate of Paine College
and the Medical Colege of
Georgia, he is married to the
former Sue Dunn.

Health Access Station
opens doors in Southside

A unique health facility
opened its doors Monday. It’s
called the Southside Terrace
Health Access Station.
The project, governed by the
Augusta Family Oriented
Primary Care Center, Inc.,
seeks to provide continuous
and comprehensive primary
care for families in two housing
projects, Olmstead Homes and
Southside Terrace.
The federally funded project
also seeks to help coordinate
Carter, Dent honored
by Georgia Dental Society
Dr. James E. Carter Jr., and
State Rep. Richard A. Dent
were honored recently at the
Awards Banquet at the Georgia
Dental Society at its annual
meeting on Hilton Head Island.
Dr. Carter presented Dent
the Legislator of the Year
award for his “untiring efforts
to secure adequate funding for
health care programs.” It was
his inspiring speech in the
Georgia Legislature during the
past term which swayed the
critical vote to appropriate
additional funds for hospital
programs in the State of
Georgia.
Silver-Haired Legislature to have local elderly
On August 27, a total of two
senators and five
representatives will be elected
from the CSRA to serve in the
1980 Silver Haired Legislature.

funded projects - Family
Planning, Children and Youth,
Maternd and Infant Care, High
Risk Newborn and Dental
Care.
The access station will be
primarily a referral project
though some first aid will be
available at the facility staffed
by health nurses. A physican
will be on call.
The project will focus on
identifying certain preventable
health problems like anemia,

thanked his boyhood friend,
Dr. Carter, and the Georgia
Dental Society for the award
and pledged continued support
in the legislature.
At a luncheon during the
three-day meeting, Dr. Carter
was roasted by his long time
friends. July 1 marks Dr.
Carter’s 50th year in the
practice of dentistry in the
City of Augusta.
Dr. Carter received three
awards during the banquet.
The Georgia Dental Society
presented him a citation for 50
years of “outstanding
represented by a total of four
elderly persons: three
representatives and one
senator.
The Silver Haired Legislature
is a five day model session
hypertension, cancer of the
cervix, infant mortality,
obesity and unwanted teenage
pregnancies.
Dr. Edwin Bronstein, of the
Medical College of Georgia, is
chairman of the governing
board and was a member of the
steering committee developing
the project.
Dr. Jon Calvert, also of MCG
and on the steering committee,
is project director. Dr. Jay
Varma is assistant project
director and Robert Fulton is
project administrator.

The Stoney Medical, Dental
and Pharmaceutical Society of
Augusta presented an award to
Dr. Carter for 50 years of
outstanding Dental Service to
the Citizens of Augusta. The
award was presented by Dr. H.
Maurice Thompson, president.

purposes of this process are to
educate elderly people of the
legislative procedure through
active involvement, and to
inform the public of the issues
and concerns of the elderly.

Lillie Butler Jugurtha
received a Ph.D. degree on
June 11 at the University of
Georgia.
She is a graduate of T.W.
Josey High School where she
was valedictorian. She received
the B.A. degree from Augusta
College in 1971, where she was
also valedictorian. In 1972, she
received the M.A. degree at the
University of Chicago.
An instructor at Augusta
College, Dr. Jugurtha is the
daughter of Dr. and Mrs.
Charles L. Butler of 1240 Kent
St.
Historian, 83, named
Spingarm medalist
Pro fessor Rayfora
Whittingham Logan, nationally
recognized historian and
esteemed educator, has been
named by the National
Association for the
Advancement of Colored
People as the 1980 winner of
the Spingarm Award.
The Spingam medal is the
71-year-old association’s
highest honor, and is awarded
each year to “the highest or
noblest achievement by an
American black during the
preceding year or years.” The
award will be presented by
NAACP board president Dr.
Montague Cobb at the
Association’s Annual
Convention in Miami Beach on
July 1.
Benjamin L. Hooks,
executive director of the
NAACP, in making the
announcement, said,
“Professor Logan has spent a
lifetime in service for his
people. Through his strenuous
efforts he has enlightened the
world about the history of
blacks and their contributions.
We appreciate that
contribution, and welcome him
to the family of Spingarm
medal winners.”
Professor Logan, who is a
native of Washington, D.C. and
graduated Phi Beta Kappa from
Williams College in
Massachusetts in 1917, is the
65th winner of the prestigious
award and at 83 the oldest
recipient ever to be honored.
Logan has served as
in that district. The signed
petitions are to be mailed or
hand delivered to the Area
Agency on Aging by July 24.
On August 27, elderly citizens
will elect people from their
district to represent them in
the five-day session to be held
in Atlanta.
Since Richmond County has
a high concentration of elderly
people, the area has been
divided into three House
districts. West Richmond
County, House district number
52, included such areas as
Highland Park, Forest Hills,
Elizabeth Town, Hill,
Pendleton King, West End,
Harrisburg, and Uptown.
Petitions necessary for
nomination are located at the
office of the Bon Air
Retirement Community, Hal
Powell Apartments, Shiloh
Community Center, and the
