NOTICE OF PUBLIC HEARING
Re: Transit Capital Assistance from UMTA
Notice is hereby given that a public hearing will be held
by the Oty of Augusta in Room 803 of the
Augusta-Richmond County Municipal Building at 6:30 p.m.
on September 29, 1980, for the purpose of considering a
project for which Federal capital assistance under Section 5
of the Urban Mas Transportation Act of 1964, as amended,
is being sought. Room 803 is accessible to handicapped
persons.
These grant monies will be used to help purchase four (4)
new, diesel powered, 35-foot long transit buses.
This equipment will be purchased by the City of Augusta
to be used by the Augusta Transit Department to provide
transit service for the Augusta urbanized area. The
estimated cost of this project is $550,000. Federal grant
money will fund 80% or $440,000 of the cost, the Georgia
Department of Transportation will fund 10% or $55,000
and 10% or $55,000 will be funded by the City of Augusta.
No persons, families, or businesses will be displaced by
this project. It will not have a significant negative
environmental impact on the transit service area. It
conforms with comprehensive land use and transportation
planning in the area and is consistent with the adopted
programming of projects in the Transportation
Improvement Program. The new buses will be accessible to
handicapped persons according to the requirements of the
regulations implementing Section 504 of the Rehabilitation
Act of 1973.
At the hearing, the City of Augusta will give interested
persons and agencies an opportunity to comment on the
social, economic, and environmental aspects of this project
Interested persons may submit oral or written evidence end
recommendations about the project.

project, the environmental analysis, and the Transportation
Improvement Program are available at the

INVITATION TO BID
METROPOLITAN DADE COUNTY
OFFICE OF TRANSPORTATION ADMINISTRATION
STAGE I RAPID TRANSIT SYSTEM
Metropolitan Dade County, hereinafter known as MDC. will receive
bids for construction of LINE SECTION NlO5. CONTRACT NO.
NlO5. This project wiU be located in Metropolitan Dade County, State
of Florida.
Line Section NIOS generally occupies the right-of-way previoualy
occupied by the Florida East Coast Railroad. The project begins at
Station N35+66.570 in the vicinity of S.W. 18th Road and S.W. I*
Avenue, croses over the Miami River and access ramps to 195 and
extends to Station N128+85.133, in the vicinity of N.W. Bth Street and
N.W. Ist Avenue. The work consists of approximately 800 linear feet of
at-grade construction and approximately 8,550 linear feet of aerial
guideway.
The at-grade construction generally consists of site preparation,
relocation of storm drainage facilities, retaining walls, approach slabs,
access road, trackbed construction, fencing, reconstruction of existing
streets, signalization and related work.
The aerial guideway construction generally consists of site
preparation, spread footing foundations, drilled shaft foundations, pile
foundations, guideway supports, cast-in-place guideway, precast
guideway. post-tensioned guideway. navigation lighting and related
work.
MDC has scheduled a Pre-Bid Conference at which the scope of the
Contract and the requirements of the Bid Documents will be discussed.
The Pre-Bid Conference will be held at 2:00 p.m. local time on October
8, 1980 in the Conference Room at 1024 South Miami Avenue, Miami.
Florida. Interested parties are invited to attend the Pre-Bid Conference.
MDC will receive Bids at the office of the Clerk of the Board of
County Commissioners, Room 240, Dade County Courthouse, 73 West
Flagler Street, Miami. Florida until 1:00 p.m. local time on November
5, 1980. Bids received after that time will not be accepted, nor will
qualified, segregated and incomplete Bids be accepted. Bids may not be
revoked nor withdrawn for 90 days after the Bid opening date.
Contract, if awarded will be awarded to a responsible Bidder based on a
ranking system which combines total price with minority contractor
participation as described in Section 111 of the Minority Contractor
Participation Provision.
MDC has scheduled the Bid opening at 1:00 p.m. local time on
November 5, 1980 in the meeting room of the Board of County
Commissioners, Room 250, Dade County Courthouse, 73 West Flagler
Street, Miami Florida. Received Bids will be publicly opened and each
Bidder’s Total Bid Price and Minority Contractor goal commitments
will be read aloud. Interested parties are invited to attend the Bid
opening.
Bid Documents will be available on September 22, 1980 and may be
examined at the Engineer’s Plan Room, Contract Services Department,
1024 South Miami Avenue, Miami, Florida and at certain public plan
rooms. Copies of the Bid Documents may be obtained from the
Bingineer either in person at the Engineer’s plan Room at the above
address or by mail addressed to the Kaiser Transit Group, Contract
Services Department. 1024 South Miami Avenue. Miami, Florida
33130. One copy of each document, excepting full-size drawings and
the report of subsurface investigation will be required to prepare a bid.
Documents requested by mail will be packaged and sent postage
prepaid. Requests must be accompanied by either a check or money
order drawn in favor of Board of County Commissioners, Dade County,
Florida. Monies paid for Bid Documents will be non-refundable.
The following is a list of the available Bid Documents and their
respective costs:
Contract Specifications, Half-size Contract Drawings, Forms for the
Submittal of Bids: $25.00 each set.
Full-size Contract Drawings: $150.00 each set.
Standard Specifications: $20.00 each.
Insurance Specifications: No Charge.
Construction Safety Manual: No Charge.
Report of Final Subsurface Investigation Line Section 4: SIO.OO
each.
Bid Security must accompany each Bid and must be in an amount of
not less than five percent of the Total Bid Price.
MDC reserves the right to waive irregularities, to reject Bids and to
extend the bidding period.
The agreement entered into by and between the successful bidder
and MDC will be subject to the requirements of a financial assistance
contract between MDC and the U.S. Department of Transportation.
The Contractor, and his subcontractors performing work at the work
site, will be required to comply with the Safety and Health Regulations
for Construction 29 CFR Parts 1910 and 1926, the Davis-Bacon Act,
the Anti-Kickback Act, the Contract Work Hours Standards, the
President’s Executive Orders No. 11246 and 11375, and the MDC
Resolution on Equal Employment Opportunity. The Contractor, and
his subcontractors performsig work at the work site, will be required to
pay basic hourly wages, and health, welfare, penaon, vacation, and
apprenticeship training benefits, at rates not less than those established
for MDC by the U.S. Department of Labor. The Contractor, and his
subcontractors performing work at the work site, will be required to
pay Florida sales and use taxes and to pay for licenses and fees required
by the municipalities in which the Work will be located. The Contractor
will be required to furnish a Public Construction Bond in an amount
equal to 100 percent of the Contract Price, and to furnish Certificates
of Insurance in the amounts specified in the Bid Documents.

should he become the Contractor, that he will not prosecute the Work
using facilities which have been listed on the Environmental Protection
Agency’s List of Violating Facilities.
