Newman got riverfront property for $lO

“Pop” Newman—who was mayor
(1972-81) when businessman L.
D. Waters got the contract to build a
condominium complex on the
Savannah River—purchased a piece
of the property last year for $lO.
Richmond County deeds show
that Waters, who filed a complaint
that led to the Dec. 21 arrest of
Mayor Edward M. Mclntyre, city
Councilman Joseph C. Jones, and
Realtor Mary Holmes on charges of
bribery and extortion, sold Lot 2 of
the Water’s Edge Subdivision to
Newman’s brother, William, on
Jan. 12,1983 for $lO.
A little more than two weeks later
(Jan. 27), the brother sold the
property to the former mayor,
again for $lO.
The property is owned by River
view Augusta, Inc., and Waters is its
president. He purchased Lot 1 from
the corporation for $20,000, accor
ding to court records.
Both transactions are signed by
Robert Allgood, secretary of
Riverview, Jnc. and son of State
Sen. Thomas F. Allgood.

tyre, Waters charged that the mayor
wanted him to give him a cost-free
condominium on the riverfront in
exchange for his help in securing the
contract for Waters.
Waters, at a hearing in Federal
Court Friday, said that he was
frustrated in his attempts to get the
Finance Committee of city council
of which Jones is a member to let
bids on another piece of riverfront
property on which he and a group of in
vestors, known as the Desota group,
were to build a $22 million complex.
Asked in court who the Desoto in
vestors were, he named three men
that he said live in Charlotte, N.C.,
former Mayor Newman, and him
self.
Waters testified that Jones came
to him and said, “he was tired of us
on the river getting rich and he and
Ed (Mclntyre) getting nothing.”
Waters, who was wired with a
secret tape recorder furnished by the
FBI, visited Jones on Oct. 13, 1983
at Bankers First where Jones is em
ployed and showed him plans of his
project.
FBI special agent Harold S.
Harrison Jr. played excerpts of the
Jones-Waters conversation at the
hearing.
Waters: Whatever his figure is,
let me know and I’ll tell you if we
can do it.
Jones: Tell me what you can do
and I’ll see if it’s acceptable.
Waters: If you’re basing it on
what we did with Pop nem, the
figure is SIO,OOO.
(Waters later denied having made
a deal with Newman. He said the
statement was taken out of con
text and that it referred to another
matter dealing with the Army Corps
of Engineers.)
Jones: Do you think you could
live with $14,000.
Waters: Yes.
Jones: Give it to me before
anything takes place. If anything
comes up I’ll give it back to you.
Let me make sure that I under
stand our agreement: We go ahead
and get it (the property) up for bid.
Then if we come up to a situation
where it’s more than one person
(bidding on the property), you ex
pect us (Jones and Mclntyre) to lead
the fight.
Waters: If it costs us any more I
will understand.

Inc. sold Lot 2 of the Water’s Edge Subdivision to former Mayor Lewis A.
Newman’s brother, William, for $lO. And then, approximately two weeks later,
the property was transferred (1918 and 1919) to the former mayor for the same
price.
