To assess and improve the method of lining the streets throughout the city. This is an absolute must for traffic safety. I served in the Air Force during World War 11 and retired from the U.S. Navy Reserve in 1970. I have worked for the Telephone Company for 25 years. I believe that my educational background and experience qualifies me to - be a person we need on our City Council 2. 1.1 would like to see the hours of our Firemen reduced. 2.1 would like to see our Firemen and Policemen receive a wage increase and to stop the heavy turnover in these departments. 3.1 would like to see a program initiated to prevent our young people from being so easily exposed to drugs. * I would finance this program by reconstructing our present tax structure without raising taxes. f J. I have been in business in Augusta for the past twenty-five (25) years during which time I have been very interested in the progress of our city. Approximately three years ago, I completed a full term on City Council. During my term in office I became f acutely aware of the problems existing in our city government. I feel that I realize, more so than the average citizen, that these same problems still exist. Because of my past experience and my continued close observance 1 feel better qualified than my opponents to hip solve these problems. I would like to put an end to the traffic problem and potential safety hazards existing now with the railroads. The expense to be borne entirely by the railroads. 2. I would like to see in our city a facility comparable to the Coliseum in our sister city Columbia, S.C. Our presently outdated Bell Auditorium does not lend itself to attracting conventions, industry, and the high type entertainment that our citizens now have to travel many miles to enjoy. A bond issue for this purpose would be self-liquidating with the revenues derived from its use. A very satisfactory site for this facility is already owned by the city in its Daniel Field property. 3. I would like to see our city cleaned up. It seems that the needed sanitation measures to keep our city beautiful and clean cease to exist. No additional financing is needed. Increased efficiency is the answer. EIGHTH WARD James A. Boyles Age 50 3022 Pine Needle Road PRESENT OCCUPATION: Boyles Insurance & Real Estate (Owner) 1.1. Worked for annexation of Forest Hills which became the Bth Ward. 2. Served on Auditorium Commission--3 yrs. 3. City Tax Assessors Board-3 yrs. 4. Consolidated City-County Tax Board-4 yrs. 5. Honored with an appointment on Civil Service Commission-5 yrs. 6. Board of Zoning Appeals (Appointment)-2 yrs. 7. Successful businessman. 2. 1. Repair City Side Walks which are in a deplorable condition-where elderly people, and children can walk without getting hurt from holes and tree roots on top of the ground; this would have to be financed out of the regular budget. 2. Follow up report prepared by transportation committee in reference to what can be done about re-routing the railroad tracks. I will recommend to the Council that we explore the possibility that an over-pass be built (east-West Highway) at 15th St.; also an over-pass at 10th St.; this would solve part of our problem. The financing would have to be done by the State Highway Dept. 3. Would like to see Daniel Field moved farther out where the purchase of the acreage would be much cheaper in proportion to the value of this prime land; sell just enough at the top-price in order that the cheaper land could be purchased farther out; with the understanding that the remainder of the tract at Daniel Field be reserved by the city for future use. |y j Tom Huggins Age 38 3026 Cardinal Drive PRESENT OCCUPATION: Attorney 1. I graduated from Harvard University where I majored in Government and the University of Georgia School of Law. I taught American Government for two quarters on a part-time basis at Augusta College. My background as a student, teacher and practicing attorney should enable me to not only recognize the many problems facing City Council, but also to understand their causes and seek reasonable effective solutions to them. 2. 1.1 think Council should cooperate with County officials to eliminate needless duplication of services, with an ultimate goal of developing an effective plan of consolidation acceptable to all residents of the city and county. Should our efforts fail, I would favor annexation of those areas contiguous to the present city boundaries to which the city could extend its full services. 2. The city should upgrade its overall physical appearance. All city streets should be paved and kept functional at all times. Rights-of-way should be cleared of debris and undergrowth and beautified. We need to install a major storm drainage sewer along Fifteenth Street to protect the lower city from flooding after every heavy rain. The first projects, hopefully, could be financed through a more efficient use of normal revenues, particularly if we succeed in consolidation or annexation. Funds for the storm drainage sewer will have to be generated through bonded indebtedness. 3. Council should cooperate with county, state and federal officials to implement the plan for a regional park along the river. As its part of the plan, the city should build a convention center, financed through revenue certificates. Federal, state and county funds would complete the park, which should attract a minimum of three million dollars a year from additional tourist trade. As a rule, we should take advantage of federal grants wherever possible, since these funds are not “gifts” but merely a return of our own tax dollars. Kelly 111 Age 44 2620 Helen Street PRESENT OCCUPATION: General Manager of Compudat (Computer Services Bureau) 1. I have a well grounded business background from being General Manager of a Computer Service Bureau. One of our big jobs is to help management improve business systems and reduce costs, thereby improving company profits. 2. My first objective would be to increase effeciency in all facets of city business. When this is accomplished there would be available savings for operation of other important projects. * Additional recreational facilities are needed in Augusta and I would support expansion in this area which I think would also ease the drug abuse scene which I am very much interested in. I think this plan could be implemented from savings accomplished in my first objective. * The other area I am interested in is equal opportunity for all people. I think each individual should be judged on his merits and rewarded accordingly. I do not believe in forced percentages. Firing After 27 Years Upheld By Court A U.S. District Court recently upheld the dismissal of a 54 year old black employee of 27 years of the John P. King Manufacturing Co. in Augusta when he failed to prove that he was fired because of race. John Hartfield of Lincolnton, Ga. maintained that he was fired by a white supervisor who was with the company less than two weeks and he was paid $95.00 for his share in a fourteen year pension plan when fired. Hartfield said he was fired because of racial reasons after giving his best years to the John P. King Manufacturing Co. The Company offered Hartfield his job back after he filed a complaint with the Equal Employment Opportunity Commission, but Hartfield refused because of what he terms “bad working conditions and treatment.” Hartfield said that he is unable to get another job because of his age. The dismissed employee has a wife and 4 children who are dependents. Payne Disc Banned On A.F. Radio By Bill Lane Freda Payne’s recording of “Bring The Boys Home” has been officially banned from play on Armed Forces Radio. I attended a variety of schools - liberal arts, private colleges, seminary, one predominantly black, one state school; have worked in a variety of positions which put me in touch with people in very different occupations - from hospital aide to college instructor. Most of my adult life has been spent recognizing a problem or need and seeing what I could do to help. I see my offering for City Council in the same way. City Council exists to deliver city services to the people. I believe I am in touch enough with the people to hear what the needs are. 2. 1. Rehousing -As long as such a basic need as shelter is not adequately available for the people, the community is in trouble. 2. Rehabilitation of areas - Everyone in Augusta knows conditions in the innercity are bad for human beings. We can try creative solutions or we can ignore people and conditions and reap the results. I prefer to use what resources we have to make life better for the most needy people and areas, which will in turn profit the entire community. 3 Reconciliation- People would like to believe elected officials care about them. I do - my volunteer activities heretofore bear this out. There has been much bad faith with various segments of the city. I think its time for some good faith to build on. I don’t see these ideas as taking extra financing so much as determination to do first things first.
