Political Sanction of What All
Agrded to lie a Good Thing;.
One of the latest writings of the late
Charles Dudley Warner was an essay
for Tho Century, entitled "The Pursuit
of Happiness.”
Perhaps the most curious and Inter
esting phrase ever put Into a public
document Is "the pursuit of happiness."
It Is declared to be an Inalienable
right. It cannot be Hold. It caiThot be
given away. It Is doubtful if It could
be left by will.
The right of every man to be 0 feet
high and of every woman to be r> foot 4
was regarded ns self evident until wo
men asserted their undoubted right to
ho 0 feet high also, when some confu
sion was Introduced Into this Interpre
tation of this rhetorical fragment of
the eighteenth century.
But the inalienable right to the pur
suit of happiness has never been ques
tioned since it was proclaimed as a
new gospel for the new world. The
American people accepted It with en
thusiasm, as If It had been the discov
ery of n gold prospector, and started
out in the pursuit ns if the devil were
after them.
If the proclamation had been that
happiness is a common right of the
race, alienable or otherwise: that all
men are or may be happy, history and
tradition might have Interfered to raise
a doubt whether even the new form of
.government cotild so change the ethical
condition. Hut' the right to make a
pursuit of happiness given In a funda
mental bill of rightH bad quite a differ
ent aspect. Men had been engaged In
many pursuits, most of them (Units
trous. some of them highly commendn
bio. A sect III (inlllce Imd set up the
pursuit of righteousness ns the only or
the highest object of man's Immortal
powers. The rewards of It. however,
were not always immediate. Here was
n political sanction of a pursuit that
everybody acknowledged to be of a
good thing.

A young society woman tells a story
of a very little newsboy who so appre
ciated her kindness to him at a news
boys’ dinner that he went to the extent
of great suffering for her sake. At
least she thinks It was appreciation,
but others have doubts. At all events,
the young woman who. with a number
of others, was engaged in serving the
boys, noticed this little boy way off at
one end of the table. Many of his lar
ger fellows wert* already bard at work
on the various good things, but this lit
tle fellow had evidently been neglected.
Clearly here was a case of urgeut char
ity, so the amateur waitress flew to Ills
side, and for an hour she saw to It that
he did not lack for anything. Plate
after plate of turkey was literally
showered upon him. Finally, as she
set another piece of plum pudding In
front of him. he rolled Ills eyes meekly
toward her and said In mu filed tones:
