breaking out of hostilities In Cuba a
number of New York newspaper men
were In Hnvann trying to get sketches
and information about the Spanish
army and fortifications. They were
warned by General IVeyler to stay In
one place, and under no condition* to
take pictures of forts or of soldiers
under penalty of Imprisonment. One
daring member of the press, armed
wlth a camera, went to one of the
principal forta and began to photo-

officer;
“Most excellent sir, at last I have
found you . J have come all the way
from America to take your picture.”
“Indeed! Why, my men say .von

“No, Indeed; I heard of your valor
at a recent battle, and I made up my
mind that you wero a hero and my
people ought to kndw of you.”
"But I have not my proper uniform

In a short time the commandante

of the fortifications and the newspaper
man took half n dozen camera shots
at them, and also at the fort, which
was the chief object of the visit.
Tobllln saw him off to the next town
with a guard of honor and discharged
him from custody with a salute, and
In the next ’’copy" he sent to his
paper the correspondent had the only
pictures in existence of some very
portnnt fortifications and the flower
of the Spanish soldiery in Cuba. But
Senor Tobllln does not mention this In¬

Some Chinese Impressions
There Is no such thing In Chinn as a
government, as we understand It.
There Is the outward form, but It Is
entirely devoid of substance. There
are officials, but they lack power, and
even the Imperious will of the Em-
press Dowager cannot bo Impressed on
the people at large. The present dls-
turbance, If It is at least a popular
uprising, Indicates the helplessness of
the central government to govern; or
If It Is nt most actually stipiiortcd by
the authorities, then we see the curi¬
ous spectacle of n government carry¬
ing on a war against the civilized
world In concert, with the greater
part of Its people and the whole of Its
navy standing by apparently unmoved.
What other country but China can
present such an anomaly,—William
Barclay Carsons, In Harper’s Weekly.
