Postal Problems
Mechanization at the larger
Post Offices of the Atlanta Re
gion is fast eliminating what
could be a serious bottleneck as
the mail volume continues
soaring to record peaks.
New machines are being in
stalled throughout the region
that can edge, stack, face and
cancel 30,000 letters an hour--
a much faster rate than can be
done manually.
Regional Director Banks
Gladden said 22 post offices in
Georgia, Florida, North and
South Carolina will get 26
new machines in the next 12
months that will more than
double the number already in
operation.
The regional director said
mail volume in larger offices is
growing so fast that the proces
sing of mail could bog down if
it had to be entirely handled
by hand.
Eleven offices are now ope
rating 16 full systems and
three half systems,” Mr. Glad
den said. “The reports on their
performance have been excel
lent. We definitely move the
mail faster with the new equip
ment operating.”
The full system is a tandem
operation that faces and can
cels stamped letter mail auto
matically while the half system
performs basically the same
operation but one-half of this
mail has to be fed through the
machine a second time.
The regional director said
the facer portion of the system
provides the greatest sav
ings to the Post Office De
partment because it can “Face”
as much mail as eight em
ployees in the same time.
Facing the mail means turn
ing stamps on envelopes all in
the same direction. This is
necessary because letters must
be postmarked and cancelled
on their stamps.
The machine can cancel mail
twice as fast.
The cost of a full edger-
stacker/facer-canceler system
is approximately $20,000 and
will pay for itself in savings
within one year, Mr. Gladden
said.
A photo electric eye is the
heart ofthefacer-canceler ope
ration. This “eye” finds the
stamp by its contrast with the
envelope.
Mr. Gladden said post of
fices are eligible for one sec
tion of the system if they have
60.000 to 70,000 cancellations
per day. A tandem system,
which is the whole unit, is
allotted to those offices with
70.000 to 100,000 cancellations
per day. Each additional 100,
000 cancellations justifies an
office an additional system.
Miami now has the most sy
stems--four and one-half. At
lanta has four and Jacksonville
two. Charlotte, Tampa, St.
Petersburg, Orlando, Fort
Lauderdale and Columbia, S.C.
have one each, while Greens
boro and Raleigh, N. C. have
one-half system each.
Two new systems are now be
ing put into operation in Green
ville, S. C. and Columbus, Ga.
Later this year new units will
be provided Charlotte, N. C.;
Tampa, St. Petersburg; Or
lando; Fort Lauderdale, and a
full system will replace the half
unit at Greensboro.
Mail patrons offended by
pandering advertisements can
now take steps to curb such
mail, Postmaster Hobbs said
today in announcing plans for
administering a new law which
gives each family the right to
decide that an ad is “erotically
arousing or sexually provoca
tive.”
When an advertisement sent
through the mails is offensive
on these grounds, a postal pa
tron can now ask the post of
fice to direct the mailer to
send no more mail to him
and to remove immediately the
patron’s name from all mail
ing lists he owns, controls
or rents.
To assist patrons, the Post
Office Department has pub
lished a brief pumphlet —
“How You Can Curb Pander
ing Advertisements” -- which
is now available at the But
ler, Ga., post office. In ad
dition to explaining how the
law works, the pocket-size
leaflet contains a form letter
one can use when sending his
complaint to the post office.
The pamphlet explains that
when a patron receives an
advertisement which is, in his
opinion, pandering, he must
send the ad, its envelope and
the form letter, or one which
includes its language, to his
post office with the words, “Re
quest for prohibitory order”
on the face of the envelope.
“This new law should give
some protection to American
families offended by advertise
ments they believe to be nor
harmful, particularly to their
children.
“Last year the Post Office
Department received some 140,
000 complaints from those of
fended by pandering advertise
ments. While in most cases the
ads were not legally obscene
and were therefore mailable,
they are often offensive and are
usually not the type of material
one would want his children to
read.”
He added that “because the
law gives a mail patron the sole
right to decide what is offen
sive, and does not deny others
the right to receive the same
mail, the Congress felt it does
not violate Constitutional gua
rantees of freedom of speech.”
While the patron’s complaint
will only be directed to the
sender, Postmaster Hobbs
believes that one or two
complaints will provide sub
stantial protection because
“the great bulk of this adver
tising comes from fewer than
20 so-called “smut dealers”
who are frequently swapping
mailing lists.”
If a mailer does not srike
a complainant’s name from
his mailing list, and the patron
receives a second mailing 30
days after the firm has receiv
ed the prohibitory order, he may
bring the matter to the at
tention of the postmaster issu
ing the initial order by writ
ing him and enclosing the se
cond pandering ad with its
envelope. If the mailer still
fails to respect the order, the
Postmaster General may ask
the Attorney General to apply
for a Federal Court order
directing compliance. Failure
to observe the order may be
punishable by a fine or im
prisonment.

2 cups ginger ale
3 scoops lime sherbet
1 banana
1 tablespoon crushed
pineapple
QUICK GELATIN MOLD
1 3-ounce package fruit-
flavored gelatin
1/2 cup boiling water
11/2 cups crushed ice
Put gelatin and boiling
water into blender container,
cover and process until gelatin
is dissolved.
While blender is running,
remove center cap and add
crushed ice. Process until ice is
liquified and mixture begins to
thicken.
Pour into 2-cup mold, chill
five minutes before serving.
QUICK TOMATO ASPIC
2 envelopes plain gelatin
Juice of half a lemon
1 thin slice medium onion
1/2 cup hot chicken broth
4 drops Tabasco
2 tablespoons Worcestshire sauce
1/2 teaspoon celery salt
2 cups tomato juice
1 heaping cup crushed ice
Add Tabasco,
Worcestershire and celery salt.
Blend five seconds. Remove
cover, add tomato juice and
ice. Process for 25 seconds.
Pour into 4-cup ring and chill
for 10 minutes.
