The Recnnst ruction Committee unani mously agreed to report a bill authorising the President to order elections in Virginia Mississippi and Texas, and to submit on a separate vote the objectionable features of their Constitn tiona. Hoosx. —Hoge, the minority, candidate from the Third Sooth Carolina District, was seated, Mr. Reed, who received toe majority of the votes, being enable to take the test oath. - i The bill anthoiiaiiig the aubm aaion of the constitutions and an election of State offi cers and members of Congress in the Btatea of Virginia, Mississippi and Texas was passed by a votd of 102 to 24. It author* ices the President to order elections at bis discretion; it also authorizes him to submit the cutire constitutions or separate provia ions of them, and forbids the holding of an election in Texas until authorised by the President. The Commanding General may, with the approval of tha President, suspend any existing State law in either of these States deemed oppressive until the action by the Legislature which shall assemble on the fourth Tuesday after the ratification is promulgated by the Commanding Gen eral. Mr. Sheldon of the Second Louisiana Dis trict was seated. SXNAT|E.—Mr. Trumbull, front the Jndici ary, Committee, reported a resolution post poning action npon the President's message till December. Mr. Trumbull stated that lie personally disagreed with the Committee. Mr. Edmunds could see no reason for de laying adjournment. The President with* out farther legislation bad power to order the election. He thought it better to leave those States Under military control, which protected life and proper’ y better than they were in those States which had been recon structed. Mr. Howard expressed the name views. A long discussiou ensued, but no action was taken. The consideration of the bill amending the taxes on whin ky and tobacco was le sinned, when Mr. Sprague spoke till execu tive session. Senate adjourned. Gen. Young, Represent alive from Geor gia, imfjrmed the delegation from that State to-day that the consideration of But ler's Georgia bill will not probably be re. sunted this session, and if taken up would certainly be defeated. Major Jeff. Wofford, Chief of Artillery in the army of Mississippi, has been confirmed as Postmaster at Corinth, Miss. It is stated that the Territorial Committee have decided to report adversely to the confirmation of Col. Crow of the 24th Ala* bam a Regiment, as Governor of New Mexico. A Georgia delegation, headed by Colonel An km** had a private interview with the President to-day. The following nominations of Postmas ters were made to-day: Thus. Johnson, at Farmville, Va.; James Rogers, at Knox ville; J. D. Lewis, at Pulacki, Tennessee; Peter Casy, at Vickbnrg, U- S. Marshals —Wm. E. Parker for the Eastern, and John H.
