Cotton Tax Uhoonstitotional.— It ap
pears from a circular just issued by a law
trot of Washington City, the Supreme
•pith one sxcaptitfu, is of the oppttiion that
the cotton tax Is unconstitutional. A test
case is to be made in December. No doubt
la entertained of the result. If such a de
cision is made it will be worth fifteen mil
iums to those who have paid the tax in
Georgia*

The Ivey House, at the above plsce has
been converted into a Cotton and Wool
Manufactory.
We congratulate the good people that
so important a movement has been taken.
It will add greatly to the prosperity of
their handsome and flourishing city.
We hope before long to announce the
fact, that the Tonge Factory here, is in
full b'ast.
We earnestly hope to see such enter
prise* springing into exigence hi every
city, town and village of our country.
When such is the case, our prosperity,
will be as certain, as that our earth exist*.
Andrew Johnson.— The puiri.d political
scab, Browulow, declares that Johnson has
no chance whatever for the Senatorshtp
from Tennessee.
We apprehend that Johnson, will not be
greatly alarmed, notwithstanding old **Sir
Oracles,” declarations, about his prospects.
But if he desires the position he will, we
confidently believe succeed iu obtaining it.
All well know, that old Brownlow, would
sooner see the devil there than Andrew
Johnson.
The thonght of such an event happening
causes Browulow to tremble.
A Tragedy in Camden — We are informed,
that on Ftiday the 21st nit., an unfortunate
renconter took place in ihe neighborhood of
Hazzard’s Neck, Camden connty, between
J. Copeland and Frank Wilson, the former
receiving a fatal stab at the hands of the
latter, from which he died on the third day
after its occurrence.
We are not sufficiently posted as to the
circumstances under which the difficulty
occurred, to give them in detail and all
mere rumors should be received with many
grains of allowauce.
We learn from a reliable gentleman re*
siding on the Neck, that the killing is re
garded by the community, as a case of
justifiable homicide. Mr. C. leaves a wife

Whereas, It has beau officially communicated to
this Depaitirient that a murder was committed in
the city of Covington, connty of Newton, on the
night of Tuesday, the 81st of August, ultimo, upon
the persou of Joseph Barber, Marshal of the city of
Covington, by one ?IM BROWN, a person of color
while the said Barber, was engaged in the perfor
mance of his official duty in attempting to arreßt
the said Jim Brown on a warrant for larceny; and
Wliereaß, It is further reported to this Department
that the Sheriff of the said county of Newton has
used every means in his power to apprehend the
said Jim Browu and bring him to justice but with
out avail. < .
Now, therefore, I have thought proper to issue
this ray Proclamation, hereby offering a reward of
ONE 1 HOUSAND DOLLARS for the apprehension
and delivery of the said Jim Brown, with evidenee
sufficient to convict, to the said shenff of said comi
ty of Newton.
And I do moreover charge and require all officers
in this State, civil and military, to be vigilant in
endeavoring to apprehend the said Jim Brown in
order that he may be brought to trial for the crime
with which he stands charged.
Given under my band and the great seal of the
State, at the Capitol in Atlanta, this 2d day of
September, in the year o our Lord, 1869, and of
the Independence of the United States of America
