Whereas, Official information has been received
at this department that a murder was committed ir:
the town of Cartersville. county of Bartow, in thD
State, on the 24th instant.fnpon the person of Rich
ard Smith, as is alleged, by one Green Spencer, and
that the said Spencer has fled from justice: and
Whereas, The Sheriff of said county of Bartow
certifies to me that he has exercised all diligence,
and used every means in his power to apprehend
the said Green Spencer, hut without avail, and that
offering of a suitable reward is essential as a means
of making certain tbs arrest of the said Green Spen*
cer,
Now, therefore. I have thought it proper to Issue
this my proclamation, hereby offering a reward of
one thousand dollars for the apprehension and de
livery of the said Green Spencer, with evidence
sufficient to convict, to the sheriff of said county of
Bartow.
Aud l do moreover charge and require all officers
in this State, civil and’ military, to be vigilant in
endeavoring to apprehend the said Green Spencer*
in order that he may be broupht to trial for the
offence with which he stands charged.
Given under my hand and the great seal of the State,
at the Capitol in Atlanta, this 28th day x of Sep
tember in the year of our Lord Eighteen Hundred
and Sixty Nine, and of the Independence of the

this Department that on the night of the 24th Au
gust ultimo, Dr. H H .Harley, was shot at and
killed while engaged in writing, at his residence in
the county of Glynn; in this State, by a party or
paities unknown: and
Whereas, The Foreman of the Grand Jury of said
county of Glynn certifies to me that ho evidence
sufficient to warrant the arrest of any party has come
to the knowledge of said body, and that it is their
desire as well as the desire of all good citizens of
Glynn county to bring the murderer to justice; and
Whereas, The Foreman of said Grand Jury, in
accor<lance with a resolution of that body, suggests
the olfering of a suitable reward as the means of in
suring the arrest -f .he assusin or assasins of :lie
said H. H Harley;
Now. therefore, in order to vindicate the majesty
of the law and the sacredness of human life, and in
order the more certainly to bring to speedy trial
and punishment the guilty party or parties, I,
Rufus B. Bullock, Governor and Commander in-
Chief of the. Army and Navy of this'State and of
the Militia thereof have thought proper to issue
this, my Proclamation hereby offering a reward of

one R. N. Nelson, and that the said Nelson hits
fled from justice; and.
Whereas, The said Cdronor further reports to the
that the civil officers of said couuty of Wilkerson
have used their utmost exertions in apprehending
the murderer, but without success,
Now, thereforer I have thought proper to issue
this my proclamation, hereby offering a reward of
One 'lhousand Dollars for the apprehension and
delivery of the said It. N. Nelson, with evidence
sufficient to convict, to the Sheriff of the said
county of Wilkerson.
And I do moreover charge and require all officers
in this State, civil aud military, to be vigilant in
endeavoring to apprehend the said R. N. Nelson,
in order that he may be brought to trial for tbe
crime with which he stands charged.
