FRANCE AND PRUSSIA.
The flashes of the ocean telegraph con
vey the news that the great powers of
France and Prussia are on the verge oi
war. The cause of this probable conflict
it that Spain wants a ruler, and Prim, who
steins to away her destinies, has invited
Leopold, a scion of the Prussian House of
to become her sovereign.
Leopold has signified that he is willing to
accept, aud now we are told that Serrano,
the Regent, and his Cabinet approve the
selection of Leopold. Their influence, it is
claimed, will secure the requisite number
of yotos iu the. Cortes, and make the Prus
sian, prince a Spanish king. If this pro
gramme, which is the invention of the as
tute Btemardr, shall be carried out, war
must ensue. France has chafed under the
menacing positiou of Prussia in her North
ern boundaries, and she will not tolerate
the extension of Prussian power aud influ
ence in securing Spain as an ally. Indeed,
tberFrench minister for foreign affairs with
more candor than discretion, has publicly
declared that the accession of Leopold to
th» Spauish throne will be the cause of
war, aud this is endorsed by the French
press and people. War, then, can be averted
only by the refusal of the Spanish Cories to
confirm Leopold as the choice of the nation.
France, has according to the latest and
roost accurate advices, 414.632 soldiers on
tho peace footing, and 647,271 of a field
arnjy* 1,350.000 men in all for her outre
ordinary war strength. Os th< se 370,000
are.feady to march at the tap ot the drum.
Austria, who is looked upon as the ally of
France in this emeute, has 278.470 men on
the peace establishment, 838 700 ot a war
Strougtb, 300,000 fully prepared to more.
If tbs group of South German States shoti'd
be found on the same side, they have 66,-
540 mem on the peace, or 184 406 on the wai
footing, with 107,000 of this number ready
for instant service. Such a coalition would
give Napoleon the control of 777,000 fight
ing men at once, with a reserve of 1,596.-
106 trained soldiers.
On the other hand, Prussia has 726.000
roeu on tho piece, or. 1,266 000 on ilie war
footing, with 360,000 now ready for opera
tious on her Western frontier. North Ger
many, going with Prussia, lias 315,526 on
the peace, 551,993 on the field, «»r 944.321
on the war footing, of which 546 000 are
instantly available. This would place at
Bismatk's disposal 846,000 men ready at
once, and 1,364, 321 in reserve, or 69,000
men more on the instant, and. thereafter,
231,785 less tha the French alliance.
Should Southern Germany lend a helping
hand to Prussia, she would have 1,053 000
men, or 176,000 more than France, to move
at onco. This would leave Pruss a still a
reserve of 1,441,727 men, or only 154,379
less than that of France and Austria coal
