Public Schools.
Mr. Editor :
As there is no subject now agitating the minds
ot our citizens about which there is a -miter con -
trariety of opinion than the one we have chosen
above, allow us, unassumingly to mike a few re
marks— VVe almost daily meet with the questions :
“When will the Public Schools commence ? And
who aie to teach the Public Schools ? To wliich
we reply that acccording to the leport of the State
Cos ninissioner there will be about $400.000 to be
appropriated about the Ist of November next, said
money now loaned out and in seven percent State
bonds, yet to be collected and distributed to the
various counties and sub districts in the Slate
Hs also estimated the number of pupils between
the ages of six and twenty-one, at 400.000, which
will be [One] Dollar per head but-suppose that
only 50 percent of that number wifi avail the t:
selves of the privilege of schools, thereby making
probably Two Dollars per scholar, as only those
in actual attendance wi.l receive the bene t of the
fund. In addition to this flirfd. however, the
Trustees Os each district are authorized to
recommend and the County Board to levy a
local tax, necessary to defray the expenses of the
schools for about three months in the year, also
for the purchase, lease or rent of school houses.
&c. To the above qosetfons we also iep*v that
without aiiy money yet on hand all the schools
now establ fShelon tne oldsystsiu w 11, at tftUr pub-
Ibhedd rates, receive pupils and when they shall
have received their quota will distribute to the
patrons pro rata, per u’.pit«, the amount due each,
or give them credit for the same. lhereforewe
say, that the public schools, have actually Com
menced operations, and whoever has been, or m..y
hereafter be appointed" by the Trustees, aie, and
will be the teachers of the Public Schools. The
Trustees In tue present stage of progress are unab.e
to employ teachers at stated prices and we sappnEe
eve'i jf teacher (worthy of the name) would be un
willing to teach fir an indefinite or uncertain
amount. We consider also the system of public
education in our State yet in its infancy and there*
fore necessarily imperfect, indeed it Could not be
otherwise, wiih all its varied phases, aspects and
interests to be subserved. But in the present cou
dition of our people we believe that a system of
of pubic education indispensibly necessary or thou
sands of our children would giow up iu ignorance
gross dark ignorance to become the uupes and sub
jects of superstition, bigotry, idolatry and final
I ruin. VVe confess that from the novelty
of the system to us, the vagueness of the Act
and tne meager instructions relative to < ur various
duties, mauy of our Trustees have not entered with
tLat vigor upon their duties as they would have
done with ••more light” upon the subject. More
over it will be remembered by any who may ba
