Or if ev ery time you turned on your of fice computer there was a 3.5 per cent chance all your saved infor mation had been lost? With those kinds of error rates you would lose confidence in these systems. And you'd probably be stashing your money in the mattress and typing letters and business records with carbon copies in the file cabinet. The presidential undervote rate in Georgia's 2000 General Elec tion was 3.5 percent. That means about 94,000 people who stood in long lines at the polls had no vote recorded in the most important race on the ballot. Georgia's undervote percentage far exceeds that for the nation as a whole, and even that of Florida, which re ceived unprecedented scrutiny during the 2000 election. We can assume that some small number of those 94,000 Geor gians chose not to vote in the presidential race. But for thou sands of others, their vote was lost due to an inadvertent error or be cause of failures in the voting or counting equipment. How can we encourage more citizens to participate in elections when there is such an unac ceptably high possibility that their vote will be lost? Earlier this year the General Assembly recognized the magni tude of this problem and moved aggressively to make Georgia the first state in the nation to pass comprehensive election reform legislation. Our new law man dates the implemen-tation of a uniform voting system by 2004, provided that funds are made available for this purpose. It also creates an 18-member, bipartisan commission to help study equip ment alternatives and to oversee a pilot program with ATM-style voting machines (not connected to the Internet, but used at a precinct) in municipal elections this fall. At the 21st Century Vote Commission's first meeting in Macon, 13 cities were chosen as test sites for the electronic voting equipment. The pilot cities se lected were Buena Vista, Canton, Dawson, Decatur, Hogansville, LaGrange, Lithonia, Reidsville, Rome, Statesboro, Suwanee, West Point and Thomasville. At its second meeting the Com mission selected and matched equipment vendors with each of the participating cities. Commis sion members were also given a hands-on demonstration of the features of each of the seven dif ferent equipment types. Each system is a little different from its peers, but they all offer similar benefits: they let voters avoid mistakes by preventing them from accidentally casting a duplicate vote (called an overvote). The equipment also allows users to review selections and make any necessary cor rections before casting their final ballot. Other desirable features accommodate citizens with spe cial needs, including ballots in several languages and enlarged print and headphones to actually talk you through the ballot for the visually impaired. The Commission has recom mended testing seven types of equipment for use in the pilot pro gram, if they pass national and state certification tests. Georgia's certification process evaluates the machine's functionality, durabil ity and security features. As voters head to the polls on November 6th, many will have questions and concerns about these new machines. But, you can be certain that a voter need not have ever used an office or home computer to be able to vote on these ma chines. Prior to the municipal elections, citizens will have the opportunity to cast mock ballots on the equip ment. On Election Day, trained poll workers will assist voters who need to practice with a dem onstration machine before enter ing the voting booth. After the election, Commission members will evaluate the per formance of all the equipment and review data on citizen experiences and preferences. The information collected will assist the Commis sion and our office in setting a course to reach our goal of a uni form voting system in all 159 counties by the 2004 General Pri mary Election. We can be proud that Georgia is leading the nation in the move to adopt election systems that are accurate, convenient and user- friendly. And it's worth noting that here, Democrats and Repub licans are unified in working to gether to achieve this important goal.
