Dr. William (Bill) Guest presents highlights of MCG’s Southwest
Georgia Clinical Campus, as Dr. Phil Roberts listens.
Special to the Ledger
Albany and Southwest
Georgia play a vital role
in the education and
training of doctors in
the state, Kiwanis Club
of Dougherty County
members heard during
their November 15 weekly
luncheon meeting.
Dr. Bill Guest, assistant
dean of curriculum for
the Medical College of
Georgia - soon to be know
as Georgia Health Sci
ences University - shared
information on what the
Southwest Georgia Clinical
Campus does to train phy
sicians in various special
ties and its benefits to the
region.
The Southwest Georgia
Clinical Campus, accred
ited by the national Liaison
Committee on Medical Ed
ucation (LCME), actually
encompasses a geographi
cal area covering one-third
of the state. Its hub is Phoe
be Putney Hospital and an
adjacent class center, but 14
hospitals across the region
participate in the system,
offering training sites for
third- and fourth-year
medical students in differ
ing medical fields.
The SWGA Clinical
Campus holds a particu
lar attraction for medical
students. Dr. Guest said: its
faculty to student ratio.
“A lot of students want to
come to this campus. The
students get one-on-one
attention from the faculty,”
he explained. And, he
added, a review of student
scores has shown that the
education of the Southwest
Georgia students is equiva
lent to that of students
based at MCG in Augusta.
Other assets, said Dr.
Guest, are a faculty pas
sionate about teaching;
participation in “real
world” medicine”; op-
for ENERGY
pleted for each appliance
purchased. The maximum
rebate limit per household
is $1,200.
Consumers will be able to
confirm the availability of
remaining funds by check
ing www.GeorgiaRebate.
com or by calling toll-
free 1-866-296-1633. The
website and the phone num
ber will provide a current
estimate on the program’s
remaining funds and the
approximate days until the
funding is depleted. The re
bates will be awarded on a
first-come, first-serve basis.
Waitlist applications will
be accepted once the funds
are depleted in the event
additional funds become
available due to invalid
applications or applica
tions that are not submitted
within the required 30 days.
Following the appliance
purchase, customers will
be responsible for immedi-
portunities to do more
procedures; an emphasis
on primary care; and a
curriculum that stresses

com or by calling toll-free
1-866-296-1633. When the
application process is com
plete, a rebate form will
be provided through the
website or via U.S. mail if
the toll-free number is used
to apply. The rebate form
and a copy of the sales re
ceipt will then be mailed by
the customer to the address
on the rebate form. The
sales receipt must verify
that a qualifying ENERGY
STAR appliance was
purchased. Qualified appli
ances must be purchased
from a retailer within the
state of Georgia. Online
and out-of-state purchases
do not qualify.
Once the rebate claim
is physically received and
the receipt is verified, the
customer’s rebate will be
approved and payment
will be mailed. Rebates

clinical faculty consists of
140-plus volunteer physi
cians.)
Medical and economic
will be issued in the form
of a Visa® Prepaid Card
preloaded with the rebate
amount within two to three
weeks from mailing the re
quired forms and receipts.
Guides for retailers and
consumers are available at
www.GeorgiaRebate.com.
Participants are required
to recycle refrigerators and
freezers and are strongly
encouraged to recycle all
other appliances. Recycling
arrangements can be coor
dinated with the retailer or
by visiting www.YouGot-
taBeKidding.org.
The following chart

of the eligible ENERGY
STAR appliances and the
corresponding rebate levels.
For clothes washers, dish
washers and gas storage
water heaters, two rebate
levels are available due to
different energy efficiency
ratings.
benefits also accrue to
the community. Dr. Guest
pointed out. These include
dollars spent here by the
students; funds invested
locally by Medical College
of Georgia; a heightened
standard of medical care;
recruitment facilitation of
physicians to the area; and
access by appointed faculty
to an electronic library and
continuing medical educa
tion.
An underlying goal of the
MCG clinical campus sys
tem - which includes four
other “campuses” - is to
improve Georgia’s national
standing in medical-access
issues. Dr. Guest presented
information that in 2007
Georgia was rated 40th in
total medical access by the
Association of American
Medical Colleges and 44th
in primary care, as well as
37th in residency train
ing programs; 24 percent
of Georgia’s population
resides in rural areas, but
only 10 percent of the
state’s medical doctors are
in those areas; and the cost
of health care has been
shown to decrease follow
ing an increase in primary-
care physicians.
Five hospitals in the
SWGA clinical campus
are studying to increase
residency programs in OB/
GYN, pediatrics, internal
medicine, surgery, and
family medicine. Dr. Guest
pointed out.
The program on the
Southwest Georgia Clini
cal Campus was the third
in the November series of
presentations coordinated
by Dr. Phil Roberts about
medical facets in Al
bany and the surrounding
region. The next program
is scheduled for November
22, with Steve Ziemba of
Phoebe Cancer Center as
the featured speaker.
Final Opportunity to Apply
Special to the Ledger
Georgia residents again
have the opportunity to
apply for rebates rang
ing from $25 to $199 on
ENERGY STAR-rated
appliances beginning today.
Approximately $800,000
in American Recovery and
Reinvestment Act funds
remain available for rebates
on ENERGY STAR ap
pliances such as clothes
washers, dishwashers, air
conditioners, heat pumps,
furnaces, water heaters,
refrigerators and freez
ers. Purchases made prior
to February 12,2010, are
not eligible. During the
first phase of the program,
104,971 rebates were ap
proved totaling more than
$8.7 million.
“We are excited to
provide Georgians who
may not have been able to
participate in the program
earlier this year a second
opportunity to receive
rebates on the purchase
of energy-efficient appli
ances,” said GEFA Execu
tive Director Kevin Clark.
“Georgians can participate
in the rebate program by

com immediately following
their appliance purchase.”
Georgia residents with
a valid residential address
who purchase a qualified
ENERGY STAR appliance
from a Georgia retailer will
be eligible to receive the
assigned rebate for that ap
pliance. Rebates are limited
to one rebate per appliance
type per household. For
example, a consumer who
purchases two of the same
appliance would qualify for
only one rebate, but a con
sumer who purchases two
different appliances would
qualify for two separate
rebates. Separate rebate
applications must be com-
