Hospital Authority To Issue Bonds
Hospital Authority of
Lee County will meet
February 2, 2023, at
10:00 a.m. The meeting
will be held at the Lee
County Governmen
tal Building located at
102 Starksville Avenue
North.
The Hospital Author
ity of Lee County will
hold a public hearing
with respect to a pro
posed plan of finance
by the Authority The
Plan of Finance in
volves the issuance
by Hospital Authority
from time to time of
up to $30,000,000.00
(millions) in aggregate
principal amount of its
revenue anticipation
certificates (“bonds”).
The proceeds of the
bonds will be used to fi
nance (a) the cost of the
acquisition, construc
tion, installation, fur
nishing and equipping
of an acute care hospital
and related facilities, (b)
capitalized interest on
the bonds, (c) start-up
costs for the facilities,
(d) working capital
for the facilities, (e) a
debt service reserve or
reserves and (f) the costs
of issuing the bonds.
The facilities will be
located in the northeast
part of the former Grand
Island Golf Course. It is
bounded on the north,
east, and west by Grand
Island subdivision.
The Hospital Authority
will be the initial owner
of the facilities. The
facilities will be leased
to LCMC OPCO, LLC
d/b/a Lee County Medi
cal Center (the “borrow
er”). The borrower will
enter into a management
agreement for the opera
tion of the facilities with
QHR Health, LLC.
The bonds will not
constitute an indebt
edness or obligation of
the State of Georgia or
of Lee County, Geor
gia, but will be payable
solely from the revenues
derived from the bor
rower and pledged to the
payment thereof.
Any person interested
in the proposed Plan of
Finance, including issu
ance of the bonds, or the
location or the nature of
the facilities may attend
the public hearing and
be heard February 2,
2023. The public hearing
starts at 10:00 a.m.

J.W. Fanning Institute
of Leadership Develop
ment at the University
of Georgia through their
Innovations in Commu
nity Leadership Initiative
(ICLI) Grant afforded
our team the ability
to fully develop and
implement the program.
The collaborative project
partners include Lee
County Family Connec
tion, Inc., Lee County
Chamber of Commerce,
Lee County School Sys
tem, City of Leesburg,
Lee County Board of
Commissioners, and Lee
County Library.
JLLA will provide an
intense, 5-month pro
gram providing a deep
dive into leadership
development, utilizing
the J.W. Fanning Insti
tute’s curriculum “Youth
Leadership in Action”,
coupled with a month
ly community focus.

The dance is sponsored
by the Leesburg United
Methodist Church and
is held at The Bindery
at Oakland Library 445

view process that took
place in the Fall of 2022.
The first session was
held on January 10,
2023, with “Under
standing Leadership”
and a community focus
on recreational oppor
tunities in Lee County.
The February session
will focus on “Commu
nicating Effectively”
with a community focus
on healthcare. March’s

Dance 1 is from 4:00
PM - 5:30 PM. This
dance is specifically
designed for daughters
ages 5 and under. The
atmosphere, snacks, and
music are all focused
toward the littlest “prin
cesses.” Dance 2 is sold
leadership component

ences” with a commu
nity focus on agricul
tural. April will provide
leadership development
on “Managing Conflict”
with a community focus
on government, law
enforcement, and our
courts system. May will

Committee on Banking and Financial Institutions
Last week, Sen.
Carden Summers (R -
Cordele) was appointed
to serve as Chairman of
the Senate Committee
on Banking and Finan
cial Institutions.
