To take Porto Rico.
There seems to be no doubt that
the administration proposes to take
possessin of Porto Rico before making
auv agressive movement against
Havanna. .
This means that the Spaniards are
to be driven out of the Western hem'
isphere and are not to be permitted to
remain anywhere near ‘the United
States to make trouble in the future.
There is a double cause for making
sure of the possession of Porto Rico
before Spain bas a chance to offer to
end the war by withdrawing from
Cuba.
The United States wants the island
to hold for indemnity, and it desires
to free every foot of the American
c ntinent from Spanish rule—Atlanta
Commercial.

HOGAN SENDS lilS LETTER.
Hon. J. R. Hogan, the populist
nominee for governor, has written his
letter of acceptance and it will appear
in the l'eoples Party paper of this
week. In the meantime the letter is
ill the hands of a trusted friend of
Mr. Hogan who will not let its . entente
be made public until it appears in the
pirty organ.
From a reliable source it is learned
that Mr. Hogan’s letter is a conserva
tive document and not a loDg one.
This, it is said, is characteristic of Mr.
Hogan.
From what can be learned, the
Populist campaign will be on the hues
of Mr, Hogan’s letter, audit is diffi
cult to see how a conservat ve Pop
ulist can paign by a conservative
leader will he made to interest the
masses of that party and bring out its
voting strength. Jt is known that
some of the thoughtful Populist*
realize the truth of this remark, aud
have said substantially the same thing
in private.
Still, there are those who think
that ibis is wisdom, and that the Pop
ulists should assume the dignified
position and language of a settled
p rty. Some leaders think this is the
b:st way to win the confidence of
those solid elements which have al
ways been wary of Populism. Astute
politicians think it will iu the same or
greater proportion, lose.the confidence
and enthusiasm of the Populist masses
who have been taught to believe that
everything outside the party has
h< ofs and a forked tail.—Atlanta

mittee met for the purpose of con
solidating the returns of Primary
Election tor Governor and State
House officers and candidate foa con
gressman for *Jth congressional Dis
trict and B. F, Carr and W. F. Mor
ris were appointed Delegates to State
convent o i G. W. Grant and A- J.
Griffin aliernates D. R. Parks and
A. W. Henderson Delegates to the
congressional convention. W. C. J.
Garrison and D. B. Jones alternates.
The committee rescinded its action
ordering a convention and ordered a
primary foi July the 15th 1898 for
ihe purpose of nominating candid .tcs
for State Senator, Representative and
county officers and a mass meeting
of the Democratic Party on the 16* h
July 1898 for reorganizing the Execu
tive Join

TheJSnprcine Court Primary.
The state democratic executive
tive committee has called for a uni
form county primary on Thursday’,
the 2.; . instant fo t lection of
delegates to the Rtatc judiciary con
vention which is to nominate supreme
court judges.
The democrats ol the state should
see to it that a full vote is polled on
that day, and it is the duty of every
democratic executive committee of
the state to make adequate provision
for this primary.
This is the first general primary for
supreme court justices which has
been held since the adoption of the
constitutional amendment submitting
the election of justices direct to a vote
of the people. Unless a full vote i 8
polled, the constitutional amendment
which put this matter in the bands of
the people will, in effect, be negatived
for a small vote will make the new
plan more objectionable than the old
mothod of legislative election,
It was the purpose of the state ex
ectivecommittee in orderings sepa
rate priinarv for the nomination of
supreme court justices to remove the
judiciary as far as possible from the
field of practical politics, for this
reason, it was thought best not to
make the nomination of justices of
the supreme court on the same day
that the people voted for the selection
of statehouse officers. It appeared at
the time the executive committee took
this action that it was the best tning
to do There are some who believed
then and more who believe now, that
it would have been best to dispose of
the whole matter on one day, voting
for supreme court justices at the same
time that statehouse officers were
voted for, The Constitution waa ot
the opinion then that the executive
committee acted wisely m separating
the two primaries. We are rather
inclined to thiuk now that it might
have been best to have made all nom
inations on the same day, and we are
induced to this conclusion simply by
the fear that, with one primary fol
lowing so closely upon the heels of the
other, it wijl be a difficult matter to
secure a representative vote for the
second.
But it is too late now to discuss tbe
wisdom of the action ot the state
executive committee, The supreme
court primary has already been or
dered, and it is to hue to make any
change. There is but one thing to
do, and that is for every county co *•*
mittee in the state to put the machin
ery of tbe party motion in order

may be given full and free opportu
nity to express their choice by ballot
This is a matter which should be at
tended to at once, and we hope that
the chairman of every county com
mittee in the state will take the nee*
essary steps to secure this end. —At
