MOVING TO THE SOUTH.
During a recent discussion of the
progress of the South, Mr. T. H-
Rennie, of the Graniteville Mannfact
uring Cos., alluding to a visit he had
paid to a manufacturing town in Eng'
!and, said according to the Augusta
Chronicle;
‘•While there a manufacturer said
to me, ‘-Rennie, you people South are
getting away with our business up
here. We have not made a dollar in
some time. We have simply bee n
making expenses. We do not know
what to do. We thought that with
neiV machinery we could manufacture
goods at a profit, but we are too far
away from the cotton fields. You
people there have the raw mfferinl a:
vour very doors, and we cannot hope
to compete with you. The only course
that seems open to us is to shut up shop
here and move to the ‘Sunuy South.,
And these people are coming. Re -
cently the Massachusetts people.who
already have a 25,000-spindle mill at
Rome, have decided to double the
capacity’,"investing something like
three-quarters of a million of dollars,
in the business. It is perfectly natural

six cents a pound and the raw material
is shipped North for manufactured
propably t rings twelve cents a pound
in the lower grades of goods. Now,
if this cotton is manufactured here,
this six cents profit remains with us
in the wages of the operatives and in
the profit ot the mill men The freight
North is saved out of it to the man
ufaetnrer and the money remains in
the South. Eastern manufacturers
fully appreciate that they cac compete
no longer; while they aie partly mak
ing expenses the mills hore'are declar

THE SHRINKAGE OF HON
ESTY.
We think a reform in our tax laws
is absolutely necessary and without
such a reform the burden of taxation
will continue to rest unevenly upon
the people. The mrn who gives in
his property at its true value under
the present system, while his neigh
bor returns his properta at one-haif
its value, bears more than hir, share of
ihe burbens of taxation. There is no
remeda for this injustice under the
present laws. The next legislature
should pass a law providing foi a
board of assossors in each county in
the state, so that oil property shall he
required to be returned for taxation
at its actual market value. When
this is done, the tax rrte in Georgia
can be reduced one third oron°bub,
and ihe burden of taxation will rest
more uniformly upon all of the people.

A Sensible Spaniard.
Count o’Almenas is a Spaniard

task by General Weyler in the meet
ing of the cortes foi greeting the
returned soldiers and ignoring the
officers. General Weyler s lemarks
were quite sarcastic aud cutting-
To this tirade on the part of Generai
Weyler, Count d’Almenas replied:
•‘I addressed my greetings to those
who have been martyrs to their coun
tiy —to the Spanish soldiers, because
they deserved such greetings. I did
not address the generals, far they
showed themselves incapable of lead
ing soldiers to battle or of showing
them how to fall worthily on the
field. lam not afraid of epaulets or
the decorations that will have to be
torn off the breasts of several officers-

Count d’ Alraenaf was evidently
referring to General Weyler as one of
those generals whose sash should be
pHt around his neck, or m other
words that he should be hung.

No insanity is more complete than
that which unreasonable craving for
sudden wealth often produces. The
great Duke of (Marlborough used to
walk twenty furlongs through the
rain and sleet in the middle of the
night to add one English sixpence to
