BANKS COUNTY JOURNAL VOL. XVI. GRAND JURY PRESENTMENTS 0 Banks Superior Court, September Term, 1913. We, the Grand Jurors selected, chosen and sworn to serve at the September term, 1913, of Banks Superior Court, beg to pre sent the following presentments: We, through committees appointed from this body, have in spected the court house, jail, the pauper home, and have also made some investigations in the offices of the various officials of the county. ORDINARY. Commmittee to report on county officers’ books from August 2nd to September 13th, find the report of Judge T. F. Hill to be correct and attach same to this our report. See Exhibit AA. We find that Ordinary T. !•’. Hill borrowed from S. S. Carter For current expenses, $520.00. We find the countj due Warden Brown salary for five months, to-wit: April, May, June, July and August, at $60.00 per month, $300.00. Also owe S. S. Carter for provisions and feed since August 2nd, $268.75. CLERK. We find the report of the Clerk of Court as he states in his sworn affidavit, same being attached to this report. See Supple ment 88. TAX COLLECTOR. We find the report of Tax Collector to be correct and attach his figures to this report. See Supplement CC. COUNTY TREASURER. We find /he report of the County Treasurer to be correct. His report also attached to this report. See Supplement DD. PAUPERS’ HOME. The Paupers’ Home was visited by a committee. The home reported in good sanitary condition and recommended the Ordi nary buy the articles listed below: For Becky Head—l pair shoes, 2 dresses, 10 yards outing, 25 yards checks, 2 pair hose. For James Norwood and wife—29 yards sheeting, 5 yards outing, 14 yards checks, 2 pair shoes, 5 yards drillings. For .1. B. Barden—2 undershirts, 2 pair drawers, 2 shirts, 1 pair shoes, 1 pair hose, 3 towels, 1 pair woolen pants, ball thread and spool thread. For Harriette Roper—l pair shoes. We recommend the keeper be paid $7.50 for extra services rendered Melviny Smith during her last sickness and death. PUBLIC BUILDINGS. We recommend that the jail be put in a sanitary condition, and that the bedding be looked after. We recommend the Ordinary to have the court house put in a better condition, especially the window panes. N. P. AND .1. P. DOCKETS. We find the N. I’, and .1. P. Dockets neatly and correctly kept. CATTLE TICK INSPECTOR. J. E. Vaughn, tick inspector, stated he has 28 pastures in fested with ticks, that these pastures have to be visited every 14 day-. He also stated that he has four pastures that he has re leased; 49 pastures released last fall lie had to visit one time this year; that it has required full time since April Ist, up to this time to do the work; also 23 pastures released along from May 15th to June 20th; also stated that this work is scattered all over the county, and takes a good deal of dm ing to get to this w'ork. THE ATLANTA NATIONAL BANK DEBT. We recommend that the Ordinary of this county adjust and pay the amount due the Atlanta National Bank, $12,500.00 and interest due on this amount. Said bank agrees to close this matter up in warrants bearing 6 per cent interest, dividing the amounts in equal payments from three to four years, allowing plenty of time to pay this amount without any hardship on the tax payers. THE NORTHEASTERN BANK DEBT. We recommend that the Ordinary sell to the Northeastern Banking Company the county farm at not less than $4,500, to be credited on the indebtedness of the county to said bank; and that the Ordinary amicably adjust the remainder of the indebtedness to the Northeastern Banking Company by getting balance carried so as not to work a hardship on the tax payers. Rate of interest to be 7 per cent. OTHER INDEBTEDNESS. We recommend that the Ordinary adjust all other indebted ness of the countv on terms to -uit the creditors. COLIE PERKINS HORSE AND BUGGY HIRE. The special committee calls attention to amount paid to Colie Perkins for horse and buggy hire by former Ordinary Logan Perkins. We find these amounts to be for 1911 and 1912. The amount mentioned being asked for in personal bill for extra ser vices was for 1910. WARRANT NO. 10—MISSING VOUCHER. Warrant No. 10 for SIOO drawn in favor of Wilkie Rylee, and no voucher recorded for same. Ex-Ordinary Logan Perkins un able, he says, to explain this on short notice, thinking he had re corded vouchers for all his warrants; but says by March term of court, 1914, will explain this satisfactorily. In examining the returns of the tax digest for 1913, we find much to be complained of. Many tax payers are not giving in all their property; others not giving in at fair valuation by compari son. Some few not returning their full number of acres of land— thus causing a shrinkage in the acreage of Banks county. Sug gestions were made on the tax digest by figures in red ink thereby trying to more nearly equalize the burden of taxation. We note that two tax payers, Gibson Waters and Neal McCoy, return their property at too high a valuation as compared with the property that surrounds them. . ORDINARY’S REPORT—EXHIBIT AA. Georgia, Banks County: To the Honorable Grand Jury of said County:—l, T. F. Hill, Ordinary of said county, beg leave to submit the following report, as pertains to the affairs of our county since the March term to the September term of the Superior Court of said county, 1913, as per vouchers and warrants: Amount of warrants issued on account of the current expenses are as follows _ $5994.26 Amount of warrants on account of debts of former Or dinary, Hon. Logan Perkins 1029.91 Amount of warrants on account of commutation tax 1975.60 Amount of money expended on account of convict camp, including dynamite, tools, etc., for districts of county. 3078.70 After reducing the salaries of warden and guards at camp, and other expenses, I find that the camp was actually maintained during the month of August at a cost of $402.45. See Exhibit EE. You will see from voucher No. 298 that $500.00 cash obtained from S. S. Carter was used for paupers’ and other current ex penses of the county. That the $lOO.OO obtained from S. S. Carter in voucher No. 209 is now in the treasury to pay expenses of the present term of Banks Superior Court. After deducting $1029.91 from $5994.26, you will see that $4964.25 is the amount actually expended since March term of the court, 1913. After deducting $600.00, which 1 think a reasonable esti mate for the crops in the county, from $3078.71, as an asset of the convict camp, we find $2478.71, the net cost of maintaining the convict camp. There is also about one month’s rations at the camp paid for, with the warrants already issued. Respectfully submitted, T. F. HILL, Ordinary. We recommend The Banks County Journal be paid fifteen dollars for publishing these presentments. , We tender our thanks to our foreman who so vigilantly pre sided over this body, and to our bailiff, Mr. M. M. Hill, we offer thanks for his faithful performance of duty. In taking leave of His Honor, Judge Charles H. Brand, we beg leave to thank him for his businesslike manner in which he runs the court. We also desire to thank our Solicitor General, Hon. John B. Gamble, for assistance to this body and courtesies shown. We commend him for the fearless manner in which he goes after the evil doer.
