Tom Bell Shows the History of Mileage Legislation.
Congressman Thos. M. Bell in
reply to Col. Chai tors’ “Open Let
tor'’ on an alleged mileage vote
clearly proved the falsity of the
statements made by Charters and
shows that the latter, in the face
of undisputed facts, continues to
m isrepresent Mr Hell’s vote. The
following open letter to Col. Char
ten is so clear and convincing that
no person can have any doubt
whatever about the correctness of
Tom Kell’s position :

1 have recived your “open Let
ter” addressed to me regarding
what you allege to be my vote on
mileage on April 17,1914, and, as
usual, you attempt to decivo the
people. This was not a vote on
reduction of mileage at ail, but a
proposition to substitute an open
and unlimited expense Recount
instead of mileage. Under the
proposition voted on April 17,191 1
members of Congress could make
their expense as much as they
wanted to, and no one could ever
approximate how much it would
cost the Government, and no
appropriation could bo made to
cover it. Under the proposition
i voted against on April 17, 1914,
if a member of Congress had a
dozen in his family the whole
number could be included in this
expense account. In fact, were

to do anything for the people of
this county or the state at large.
It is your aim in voting for a
man to represent you in the law
making body, to vote for the man
who is the best qualified to till the
position and who will represent
you at all times and on all ques
tions that might come before the
House.
In asking your support 1 do it
after careful consideration of my
ability, and if you honor me with
i election to the office 1 assure you
that I will give to you the very
i best service that 1 can render,

the welfare of the people depends
upon the passage and enforcement |

you elected to Congress, and there
is not even a remote probability of
that, you could include not only
the expense of your family going
(o and coining from Washington,
but also your negro ehaffeur, Clay
ton Trapp, as well.
The Senate voted almost solidly
against this proposition, as I dd,
and Hotly turned downed the same.
When the bill came back to the
House and a direct vote against
twenty cents mileage was taken 1
voted for the reduction to iive
cents per mile, as the Record will
show. I deny emphatically that 1
reversed my position, because the
vote of April 17th was not to re
duee mileage at all, as 1 have here
tofore stated. Why is it that you
are publishing this statement on
the eve of election, when you
could have done so three or four
weeks ago and been as near the
truth then as you are lowt
I repeat my offer of >?H)0 if yon
will show by the Record that I
ever failed to vote for a reduction
of mileage when such a vote was
taken.
1 have always voted in the inter
est of the people, and your attempt
to docived them in this matter, as
your other misrepresentations in
this campaign, will not avail you
anything as the people know they
can trust me.

When Hon. M. L. Brittain was
elected to the office of State School
Superintendent the Atlanta Con
stitution said that the State was
fortunate in securing his services.
I feel sure that the Constitution
was correct in making this state
ment.
In the first place, Mr. Hrattain
is eminently qualified for the office.
Then his long experience in school
work gives him a special fitness.
Hut best of 11, he is greatly inter
ested in building up the common,
country schools, and there is no
boy or girl in the State too poor
or humble for him to extend to
him or her a helping hand. It
would give him pleasure to do so.
It is doubtful whether any other
Southern State has his equal as a
state superintendent of education.
