After all, officials must be judged by their records in office. Judged by that standard, Commissioner O. B. Stevens has deserved well of the people. He has been honest, watchful, painstaking, thoughtful j this and industrious, never letting slip education. of schools; and, in turn, the edu cation furnished by the schools ad vances the property of a commu nity. One of the best reasons for desiring material prosperity is that it affords means, leisure and oppor tunity for human development. The whole effort of man is no longer devoted to supplying mete bodily needs. Thus what advan ces the material interests of a com munity or a state wilt assist the cause of education and must, in fact, to soma degree necessarily precede universal education. Phil anthropy may offer opportunities for education, but where the strug gle for life preoccupies a commu nity such opportunities cannot reach those who need them most. Universal opportunity tor 'such employment as at least relieves the pinch of poverty universal education. The ‘general prosperity of a community or u state is therefore the concent of the friends of education as well as of all good citizens. Those who look at the*matter intelligently do not lose sight of the fact thut material advancement is but the first step in the progress of humanity, that public or private wealth is no! an end in itself but a means to an end; they see. however, that the first step is necessary. There are those who urge education as a means of matcriul prosperity, and while it is true thut public education docs augment power for industrial ad vance, it is nevertheless true that is not the highest object of To favor education for Possibly theje 16 no man or wo man wholly free from selfishness.
