purposes, all of the membership dues exe'ept that portion which
must be forwarded to Washington; In other cases the Chapter
will want to encourage the work of its Branches by returning to
them either all or a part of its share of membership dues.
8. All donations of money received by a Branch shall be ac
counted for-to the Chapter and by the Chapter to the Central
Committee. The Chapter may permit its Branches to retain
donations designated for local purposes, provided that these
are proper Red Cross Activities. Such donations shall be ac
counted for 1 to the Chapter. Contributions received by a Branch
in response to/&n appeal through the Chapter, from National
Headquarters for a special work of relief, shall not be used for
any other purpose. t -. ■« _ .
9. All donations of relief supplies received by a Branch
shall be considered as donstionato the Chapters and shall be as
sembled and shipped under the direction of the Chapter. >
10. A Branch may organise Auxiliaries of itself within its
territory corresponding to the Auxiliaries of a Chapter; but
this is not advisable, except in a town of couaiderable size.
11. The Chapter shall be responsible to the Central Com
mittee for the activities of its Branches.

In order make its Branchea-effective and to promote their
active co-operatipn with the Chapter, thejatter should main
tain close relations with its Branched, and be ever ready to assist

Savannah, June.—Two hundred
Dixie Overland Highway tourists
spent Saturday in Savannah and Sun
day at Tybce after a run from Co
lumbus to this city. There were 52
cars and 206 people in the party. Co
lumbus had 32 people, and Metter,
Dublin and Statesboro were excep
tionally well represented.
After an elaborate program of

wear and tear of armies and army
supplies moving over them, were a
military necessity in war times. He
pointed out the inability of the rail
roads to carry troops n large, num
bers, and pointed out that the coun
try would be helpless to meet a for
eign invasion because great numbers
of troops could not be*moved quietly
enough to defend. any threatened
point on our coasts. If we would
take full advantage of the Federal
rural good roads appropriations and
build fine, hard roqds, then, he said,
we would be in a position*-to defend
