The following general plan has been adopted governing retail distribution for 1918. Conditions differ so widely in different localities that ho attempt is made to provide for ever; contin gency and the State Fuel Administra tor is authorised to make certain modifications as indicated in the regu lations hereinafter sot forth when necessary to meet local conditions. 1. Every consumer should be urg ed on or before April 1, 1918, der for his reasonable normal require ments for the year ending March 31, 1919. Such orders must be made in writing and must state substantially tho information called for in regula tion (c) hereinafter set forth. When such orders have been entered, the dealers shall proceed to make deliv eries thereon, until each consumer, willing to accept the same, have re ceived two-thirds of his normal annual requirements, provided that orders of six tons or under may be filled in full. ,When ail consumers who, are willing to accept it, have received two-thirds of their normal annual requirements, the dealers may proceed to fill the balance of such orders up to normal annual requirements of each consum- (The provision for two-thirds de livery should apply only to anthracite. With respect to bituminous for domes tic-use, the dealer may proceed to de- placo with his regular dealer his or have their orders accepted by a deal er should apply to the Local Fuel Ad ministrator who should see that their requirements receive attention from the proper dealer. Car-load or barge load lots shall not be delivered to a single domestic consumer or to a group of consumers except With the permission of the Local Fuel edmin- istrator. Dealers shall file with the Local Fuel Administrator on the first of each month a statment containing tho names and addresses of consum ers to whom deliveries have been made during the previous month and the quantities delivered to each. 2. F. Smith,” for instance, and it cannot be determined whether it is for James F Smith, John F. Smith or Jeremiah F. Smith. , Inaddition to tho given name of the addresse, and his title, there should also be added the full name of thi unit or organization to which the addressee is assigned, it be ing sufficient in the way of further address to add the words “American Expeditionary Forces.” It is particularly enjoined that let ters, post-cards and packages be not aadrcskod with lead pencils, and that every piece of mail matter bear the medicine fora week, I could see it was doing me good. More than 1,600 tons of anthracite coal were condemned in Pennsylvan ia markets by representatives of tho Fuel Administration recently in tho campaign to compel the delivery of clean coaL 31, 1919, than necessary, with the amount already on hand, to meet the actual and necessary requirements of such consumer prior to that date. (c) On and after April 1, 1918, no person, firm, association or corpo ration shall sell or deliver coal to a domestic consumer who does not first furnish to the person selling or de livering such coal, a statement which thee onsumer declares in writing to be true, and which specifies (1) the amount of coal the consumer has on hand, (2) the amount of coal he has on order and the name of the person from whom ordered, (3) the amount of coal used by him . in the twelve months ending March 31, 1918, and (4) the amount of coal needed to meet his actual and necessary require ments prior to March 31, 1919; pro vided, however, that this regulation may be modified by any State Fuel Administrator within his own State under such circumstances and condi tions as he may deem proper. (d) On and after April 1, 1918 and until further notice, no retail dealer, shall unless authorized by the State Fuel Administrator, deliver or cause to be delivered to any domestic consumer more than two-thirds of his normal annual requirements of anthra cite coal until each domestic consumer whq has placed his order with said dealer and it willing to receive de livery of the same has received two- thirds of his normal annual require ments for they ear ending March 81 1919; provided however, that orders of six tons or less may be filled in full.
