Manufacturers are not to be pre
cluded from obtaining sugar under
blanket order, but percentage of con

Certificates are required for all
purchases of sugar by manufacturers
of candy, beverages or brewage syr
ups, cereals, sauces, gums, confection
ehy, preserves, condiments, syrups,

extracts, explosives, ice cream, jams,
meat products, medicines, soda water,
soft drinks, catsup and condiments.
Specifically set down in the list of
those who will be required to pur
chase strictly by certificates are: Can-
ners, preservers and packers of every
kind of vegetable, fruit, milk and meat
ooda water fountains and soft drink
dispensers, bottlers of soft drink.
Leather manufacturers of non-edible
products are prohibited the use of
sugar at all.
Certificates arc not- required in
celling to licensed wholesalers, retail
ers or bakers, even though they use
sugar in the manufacture of other
products, since the use of sugar by
such dealers will be controlled by li
cense regulations. Certificates will
not be required in sales to individual
families or ih sales to unlicensed re
tailers not engaged in the manufac
turing business.
No licensee shall, after May 15th,
rcmclt any sugar for the purpose of
making any invert sugar, syrup or mo T
lasses, or use3 ugar in the manufac
ture, bottling, packing or preparation
of any other product until after he
has obtained from the Federal Food
Administrator certificate that the to
tal amount of sugar to bo so used
will not exceed his percentage of the
sugar then available for distribution.
He shall at no time use sugar in ex
cess of the amount specifically called
for by the certificate issued to him.

er of Commerce Building, Atlanta.
The method of Calculating the per
mitted percentage is as follows:
The manufacturer is to give the
total amouqt of sugar used by him
during the months of January, Feb
ruary, March, and April, 1918, These
months because they represent a fair
period upon which to base die esti
mates. An average of the sugar used
in these four months is computed and
then the percentage of this average
is taken .dependent upon when the
man started business. This will give
the average per month, to which the
manufacturer is entitled for the
months of May and June. Multiply
ing this allowance by two and it ob
tains the total allowance, for the
months of Hay and June, to which is
to be added the amount which the
manufacturer used in he months of
January, February March and April.

“Manufacturers, who have been us
ing moro than they are ontitled to
during the first four and a half
months of this year, will have used
up their allowance and be entitled to
no certificates. No exceptions should
be made in favor of such dealers for
they have either been violating the
80 per cent regulations, or have a
large stock of sugar on hand. In suth
cases the manufacturers’ request
should be submitted to the Distribu
tion Division, Food Administration
Washington, D„ C., by you witli a
statement setting forth the manufac
turers’ point of view and your own
recommendation as to the disposition
that should be made of the applica
tion. Manufacturers who by their
reports show that they exceeded their
allotment of sugar and have a supply
on hand should hold their excess
amount of sugar subject to your or
der.

'quire an additional amount of sugar
and any Increase in poulation is not
to be considered a reason for chang
ing the rules or Increasing the percent
age allotted to any manufacturer.
