Washington, May.—President Wil-
lon.has declined to veto the bill pass-
1 by congress changing the basis of
ny draft quotas from state popula-
ion to the number of men in Class
because of objection to the elimi-
rntion of the plan giving credits for
volunteers. ~ i
In a letter to Senator Phelan, of j
lalifornia, who had asked that the
•ill be returned to congress, the pres-
dent said: , ,
“I admit there are two sides to the
ition about allowing ‘credits’ for
volunteers in conducting the draft,
but I have been over the matteC'sev-
eral times and with very great care
with the war department, and am con
vinced that the interets of the coun
try in- the matter of winning the war
will bes be served by the measure as it
now stands. I am quite ready to
conceded that neither solution of this
question is entirely satisfactory. We
have to take the average best.’’

NAVY IS MAKING CALL FOR MEN
IN DIFFERENT BRANCHES OF
'THE SERVICE.
In order to secure the necessary
number of men to man and operate
the large number of ships of various
kinds, to keep them in condition for
service, and operate and keep in con
dition the Naval Air Service the De
partment has issued instructions to
Recruiting officers to make a maxi
mum effort to secure more men for
training. There is an opportunity
for every man between the ages of 18
and 35 who is mentally and physical
ly,fit, for the man who is registered
and can seciure a release from his
Local Board, to serve his country in
the Navy in some rating the duty of
which is similar to the work that he
has been accustomed to doing^in civ
il life. The Navy needs men with
clerical, mechanical and all other
qualilications. A large number of
students attending colleges^ business
courses, technical and mechanical in
stitutions and high school will soon be
graduated or leave school at the
close of the present term. Some will
return in the fall, others will not.
Some will be required to register for
the Selective. Service Army this sum
mer. The object of this letter is to

line on what he now has and how to
go about getting it.
For engineering duties we can en
roll qualified senior students from
Georgia Tech, Alabama Polytechnic
Institute, State University, Gainesville
Florida, and other institutions giving
technical courses, as Machinists’
Mates, Second Class, and they will be
called to duty as soon as there is an
opening, and be sent to Stevens Insti
tute, New Jersey, for a course of en
gineering training. Should they suc
cessfully qualify they will be commis
sioned as Ensigns in the Navy for en
gineering duty on board the various
ships of the Navy. Undergraduates
of the above named institutions, or
of any other college, and of high
schools, who successfully qualify phy
sically, may enroll as Seaman, Second
Class, now, complete their present,
term, and may be called to active duty
during thes ummer vacation for train
ing at some Naval Station or on board
someship. 1 At the expiration of the
summer vacation thosffdesirin g
return to school or college and com
plete their course or resume their
studies'will in all cases be permitted
to do so, providing the war situation
will be such that the Government
does, not need their services. Right
here it may be said that the Depart
ment desires these students to com
plete their college ’ course and rec
ommends it, and will allow them to
do so unless the emergency, whlctr
we do not foresee now, becomes so
great that their services cannot be dis
pepsed with.

lar Navy or enrolled in the Naval
Reserve Force. Those enrolling in
tho Reserve Force will be sent home
to await call to active duty when their

the war. Men enroll in the Naval

quired to enroll In the Naval Reserve
Force for a period of four years, he
Is only required to do active duty dar
ing the time hb services are needed,
which without a doubt, will be dur
ing thed oration of tho war. So it
can be seen, as said above, that the
length of active duty for those enlist
ing in ther egular Navy and those en
rolling in the Naval Reserve Force
will be practically the same. The pay

duty is the same for similar ratings

WHAT ARE YOU DOING
TO ASSIST THE FARMER?.
This county has lost much farm la
bor in thcl ast year or two. So has
the next county and the next State.
The, condition Is nationwide. What
can be done about it?
There is no law to conscript labor;
the Government can’t create it; ship
building and other war industries
must be speeded to tho limit. .
Shall the county fail to produce
her share of food? Must the town
suffer in business by loss of farm
prosperity at a time when farm prod
ucts ore so high?
Under similar conditions what have
other communities done?
In many- places all business housss
have closed for a few days at a time
in order that every town person fitted
for such work might go to farms in
the county to help cultivate or harvest
thee raps.
Many Chambers of Commerce have
canvassed their towns and cquntles,
listing all men of farm experience, se
curing their promise to go when need
ed and pledging their employers to
give, them leaves at absence for that
patriotic work.
Many communities and counties are
requiring every loafer and idler: to.,'
go to work;,urging every person en
gaged in worjc that is not of war im
portance to work on near-by farms
during rush seasons; .organizing high '
school boys; abandoning tho Saturday
half holiday on farms. ■ v '
County Agents in a number of
places have called mass meetings, re
sulting in a “county war council,” as
it were, composed of leading farmers
and business men, organized to secure]
and utilize emergency town labor for
the farms.
Some or all of these methods, or
similar ones, can be Applied in every
town and county.
