CHARITIES DISCUSSED.
Atlanta, Ga.,—The Georgia legisla
ture is taking up many progressive
bills at this session of the legislature;
and is passing not only several con
structive measures of state interest,
but is giving serious consideration to
war measures.
One of the first steps in the direc
tion of efficiency results from the ap
pointment last summer of the commit
tee to investigate finances and appro
priations in order to eliminate unnec
essary expenditures, thereby allow
ing larger funds for use where sorely
needed. The state wishes to increase
its appropriation for war work, for
its public schools, and legislation is
under consideration for the establish
ment of a state Board of Corrections
and Charities.
Ther eport of thee ommittee was
an enlightened one, and contains rec
ommendations already made by Gov
ernor Dorsey; and with an unusual
degree of progressiveness and under
standing, the legislative body* seems
disposed to try to find ways and mean
for carrying forward the construct
ive legislation needed.
A war measure of prime necessity
that will greatly aid in reducing the
farm labor shortage and the scarcity
along other lines, was the bill passed
repuiring all person white and colored
male and female, above a certain ag
to work at least five and a half days
a week.
In answer to a demand of several
years, rendered doubly strong
cause of conditions, resulting from
many cantonments, the legislature has
appointed a special committee
draft a bill raising the age of consent
in Georgia. The Senate has passed
another bill of social value requiring
that no marriage license shall be is
sued to men unless a certificate of
sound health be presented. The
house will take up this bill later.
