Domestic consumers (and therefore retail dealers) have been placed on Preference List ffo. 1, is sued by the Priorities Board, which in itself gives them every advantage in securing shipments of coal. No action by this department is necessary to increase or add to the advantage whifh they now enjoy in this particu. lar. (2) . It is not a function of the State Division of the Fuel Adminis tration to place orders either on be half of dealers or consumers except * Jn instances of emergency. Storage coal cannot be considered as an emer gency need, and will not therefore engage the effort of this department. (8). It has been the earnest en deavor of this office for more than ninety days to inform the'public both by circular letters and through the public press in regard to the present coal situation. It has been pointed out repeatedly that at the present rate of Domestic (Lump) Coal produc tion dealers will be unable to supply . their trade with more than a -small percentage of Lump Coal. In many cases dealers will haye to depend en tirely in Mine Run Coal. (4.) There is a very real, and for the. present, Incurable shortage of coal (conservatively estimated at not less than one hundred million tons This shortage is occasioned by the constantly increasing demands of war industries. All will agree that war Industries must be supplied with 100 per cent of their requirements. If this is done there will not be enough bituminous coal to supply every con sumer and industry with their full re- quirements. This shortage muit be met in two ways: first, by conserva tion, and, second,- by substituting wood fuel. (6) By the operation of the Pref erence List) certain industries are al ready cut off from their coal supply until domestic consumers and those industries which are considered es sential to the war program and to supplying the actual necessities of the civilian population shall have been supplied. The public is earnest ly asked to cooperato with the fuel administration in the matter of con serving and of substitution of wood fuel, thus preventing tho necessity of Still further restricting the Prefer once List and cutting off still more in dustries from their coni supply, which would bo a-very grave measure.
