LITHIA WATER FRAUD?
It ha3 long been recognized by
physicians that one of the greatest
Hauls perpetrated on the Ameri
can public is the exploitation of the
so-called “lithia waters’’—some of
•in, moat widely sold of which con
tain less lithia than does the water
i ( most of the rivers of the United
States. Millions of dollars have bee )
expended cn these waters and now
ilie United States government, un
der the federal Food and Drug Act
is spending large sums in an effort
to compel the dealers to label their
products truthfully, and the dealers
re spending still larger sums iu aa

Examination of the laws which
control the sale of opium and cocam
In the several etates show that there
Is a moat extraordinary lack of uni
formity. In many states antinarco
tic laws are so comprehensive that
were an attempt made to enforce
the law literally It would result In
the fine or imprisonment of practi
cally all the retail druggists. Ou
the other hand, there are some
states in which the exceptions and
provisos to the law ore so numerous
as practically to nullify all efforts
to control the traffic in narcotic
drugs.
Although in most of the states
there is some legislation which alms
to abolish the evil, it Is all of com
parativcly recent date, and has not
kept pace with the Increase in drug
addiction. Lack of federal control
resulting in various conflicting stato
laws, or mors properly speaking In
giving rise to such a diversity of
laws that stringency la one state can
be overcome by ordering by mall
from another state where the laws
are less stringent, la undoubtedly
the chief reason why our country
compares so unfavorably with Euro
pean countries In respect to the pre
valence of morphln addiction.
Since 1860, when the various
forms of opium were separately en
umerated In the tariff schedule there
has been an Increase of 851 per
cent. In the Importation and con
sumption of all forms of opium, as
against an Increase of 133 -per cent.
In the population. In the United
States during the last ten years
there has been an annual Importa
tion and consumption of opium of
over 400,000 pounds. Austria-Hun
gary, with a population of a little
less than half of ours, consumes an
nually less than one-hundredth '.his
amount of opium. Germany with
sixty million Inhabitants consumes
only about 17.0US pounds annua'ly.
while In Italy with thirty-three mil
lions there 19 an annual consump
tion of cnly about 6,000 pounds.
The appalling discrepancy consists
in the fact that tho most reliable
authorities are agreed that oun-
elghtli the amount of opium impor
ted into tho United States would
amply suffice for the legitimate med
ical -needs of our people. This
country manufactures Into morphln
fully 300,000 pounds of the annual
importation, and It is estimated that
80 per cent, of the morphln thus
made Is used by victims of the habit
When we consider corain, the sit
uation is no less alarming. Roller
first introduced this drug to tbs
medical profession In 18x4. Thirteen
yt-ars later was enacted the first leg
islation In the Unite! States which
strove to prevent tho Indiscriminate
sale of the drug. In 1897 Illinois
; assed a law which made it unlaw
ful to give or sell any cocaiu or
preparation containing rocain in any
form, except on prescription of a
physician or dentist. The impracti
cability of all the legislation since
that time is evidenced by the fact
that although coraln Is a drug which
is utterly useless except in toe
hands of the physician or dentist,
and should never be proscribed for
eontinuos use unler any circum
stances even by them, there has
nevertheless been such a steady In
crease in its use that It is now re
liably estimated that its illegitimate
use clone exceeds 150,000 ounces
every year.

ARMY BRIGADE WILL CAMP
IN SHENANDOAH VALLEY.

Washington, May 26.—A brigade
of cavalry, Including the Eleventh
cavalry from For* Oglethorpe, Ga,
will spend July and August, either
at Gettysburg or In the Shenandoah
Valley, trying the proposed changes
In the organization and training un
der a special board of officers.
Teachers Examination June 13*14.
The State Teachers Examination
will take place June 13-14. At a
recent meeting of the State Board
of Education several change#-from
the usual routine of examinations
were mailo. There will be three sets
of papers: Primary, through the
fourth grade; Intermediate, through
the seventh grade; High School,
through the tenth grade.
Teachers will not be allowol to
teach grades above that for which
taty are licensed. State licenses are
good onlv below the High School
grades. High school teachers must
stand an examination.
Teachers having certificates from
ether c’ates must stand on Geogra
phy and history. First grade licens
es may be extended by tho holders

Frank has been indicted. We have
evidence which convinces us he com
mitted the crime and we bellee it is
sufficient to convince a Jury.
Leo M. Frank will (go on trial
for his life, regardless of how the

lice turns out, and we have enough
confidence In the justice of Atlanta
jurors to believe that tney will ren
der a true verdict and that the mur
der of little Mary Phagan will be
avenged.”

Atlanta, May 23.—Did J. Wylls
Smith kill an American by stabbing
him to death, in Juarez, ju6t before
he was brought back to Atlanta?
Ho says he stabbed a nu*n m the
stomach, but whether the man was
a thug from whom he was trying to
defend himself or a detective who
was trying to arrest him, is not
mile plain.
Wylie Smith is now’ locked up la
the Fulton county jail, charged with
criminally making away with the
money of some of his most intimate
friends, which had been deposited
in a financial institution in which he
was un officer.
Sin e his incarceration he has writ
ten or authorized to be written a
sort of dlme-nove’ series of Inter-
vs, telling of stirring episodes In
his lfyng flight and his alleged career
ir. the Mexican rebel army. These
thrillers have been featured in Mr.
iearst's local newspaper, which is
making a sort of hero of the accused
m an.
The. final Interview, just published
as an authentic fact, concludes in
the following queer way:

Dunn was today sentenced to five
years in the state prison, and Seely
Davenport received a sentence of
two years for sending threatening
letter to President Wilson, Just be
fore he assumed office.

lowing is a nextract:
