Colonel Lem M. Park is the youngest
brother of the late Captain Robert E.
Park, who was State Treasurer at the
time of . his death from an old war
wound. He was born in Meriwether
county, and lived in that and Troup
county until recently, when he be
came a resident of Atlanta.
Colonel Park has farming and other
interests in both Meriwether and
Troup counties, and is a life member
of the State Agricultural society.
For sixteen years he traveled over
Georgia as a salesman for New
York houses, and will be remembered
pleasantly by the older merchants of
the state.
While yet but a boy, he left school
to enter the Confederate service. He
Is enthusiastic in his devotion to the
"Lost Cause,” and never misses the
annual U. C. V. reunions, nor any gath
ering of old soldiers when possible for
him to attend. He was captain on the
staff of Gen. de Vaughn of Montexu-
ma; a major on the staff of General
J. H. Martin of Hawklnsvllle, and also
a major on the staff of General Daven
port of Americus, and is now colonel
on the staff of the U. C. V. commander-
in-chief.
Colonel Park has never before been
a candidate for any public office, and
now comes before the people of his
native state asking their vote and in
fluence for State Treasurer, promising
faithful, conscientious service.

In case of war with Mexico, every
able-bodied male, between the above
ages is liable to be called into ser
vice.
An act of Congress approved Jan
uary 21, 1903, and amended % in
1908, commonly known as the “Dick
Militia Law,” makes it possible for
the President of the United States
all into service of the United
States not only the regularly organ
ized militia of the various states,
hut also the so-called “reserve mili
tia.” which constitutes all citizens
between the ages of 18 and jo years.
Pe< tion 4, of this law, jirovldes
that “whenever the United States is
invaded or is in danger of invasion
from any foreign power” or in other
contingencies named, “it shall be
lawful for the President to call forth
such number of militia of the State,
or the District of Columbia, as he
may deem necessary.”
Furthermore, it is provided that
when the President calls out the
militia for such purposes, “he may
specify the period for which such
service is required.” and the militia
so-called shall continue to serve
during the term specified, either
within or without the territory of
the United States, unless sooner re
lieved by order of the President of
the United States.
The use of langauge “either with
in or without the United States”
shows that It is only necessary for
the President to decide that there
Is a possibility of danger from ln-
asion by Mexico, Federals or Con
stitutionalists, in order to have au
thority to ship to Mexican soil as
many state militiamen and of re
serve milltlameir as he may deem
necessary.

JOKE CAUSES COURT CASE
Atlanta, May 1.—A practical
joker got his yesterday, when D. H.
Honea. of Hampton street, thrashed
S. C. Tuck, a neighbor, who had
tried to slip a piece of ice down tho
former’s neck.
Tuck, not satisfied with the out
come of the joke, had Honea arrest
ed, and the case will be tried today
in police court.
Honea says he didn’t recognize the
action as a joke, and didn’t know
whether Tuck was trying to stran
gle him or cut his throat.

a reserve militiaman and as such
subject to immediate call by the
President for service either within

Drastic Penalties.
Not only that, but section 7, pro
vides drastic measures and penal
ties for failure to obey such sum
mons. After providing that mem
bers of the militia, when called out
by the President, shall be mustered
into the service of the United States
without further enlistment and with
out further medical examination
previous to such muster this section
says “that any officer or enlisted man
of the militia who shall fail to of
fer himself for such muster, upon
being called forthwith as herein
prescribed, shall be subject to trial
b” '•ourtmartial and shall be pun
ished as such courtmartial may di
rect.”
Section 9, In effect, makes regular
soldiers of the militiamen when thus
called into the service of tho United
States. It says “that the militia,
when called Into actual service of
the United States shall be subject to
the fame rules and articles of war
as the regular troops of tho United
States.”
Violation Serious.
Violation of articles of war is
about the most serious thin? that
could happen to anybody. Many of
the penalties prescribed call
death In war times and the other
penalties that are severe.
There is another act of congress
entitled “An act to provide for tem
porarily Increasing the military es
tablishment of the United States in
time of war,” the act by which f
volunteer army could he mustered
But the failure of men to volunteer
might be very readily followed by
the enforced enlistment of citizens
under the Dick militia law without
the necessity of congress passing
special act authorizing conscrip
tions.
The Dick law for all practical
purposes Is itself a conscription act
elected, I promise you my best ef
forts. To those who have moved Into
the county, or have become voters
since I was Sheriff, whom I may not
see personally, I refer you to my
past record as Sheriff, and ask your
support. Thanking the good peo
ple for past kindness, and again
promising faithful service, I remain,
