from the U. S. Secretary of Agri
culture, asking him to designate the
colleges through which the govern-1
ment funds provided for Georgia
through the 3mitb-Lever agricultur
al extension bill shall be expended.
The final achievement of Senator
Hoke Smith author of the bill, was
to kill the amendments which sought
to have some of the money ex
pended through negro collegoa, and
to have the bill passed In such a
way that the Governor and Legisla
tures ot each state should have the
say-so as to through which institu
tions the money Is to be spent.
The Smith-Lever bill Is regarded
as the greatest step that has over
been taken toward providing fed
eral aid in agricultural extension
work. The extension work Is to con
sist of giving Instructions and prac
tical demonstrations In agriculture
and home economics to persons not
attending the agricultural colleges,
and Imparting agricultural Informa
tion to those who cannot attend col
lege. by means cf Held demonstra
tions, publications and In other
ways.
None of this money can be ap
plied to the purchase, erection or
repair of any building, or for the
purchase of lands. Not more than
five per cent of each annual appro
priation may be used In printing or
distributing publications, so that at
least 95 per cent, must be expended
In direct extension activities.

Almost before Dr. Roughlin had

Wrens, Jefferson County, started
home this morning, after seeing the
execution of the three negro boys,
who were convicted of murdering
his wife.
He was given a place close by the
gallows, and watched each of the
three go to death. When the last
struggling body had become silent,
Irby said:
“I am satisfied. All three were
guilty, and justice has been done.”
About a month ago, on the date
first set Tor the executions, Irby
traveled to Atlanta, and was very
much put out because an extraordi
nary motion had caused a respite in
the sentence.
The three negroes who paid the
death penalty were George Hart,
aged fifteen, Robert Paschal, aged
1G. and William Hart, aged 17. They
were executed singly, the same rope
being used for all three.
