sian government has sent a note to
England, Francs and Italy, protesting
against the blockade of the Dardanel
les, and insisting upon the removal ot
all restrictions' to the free passage uf

The note says the manner in which
Kngland “is endeavoring to control
foreign eeas and territory,” shows In
difference to the interests of Russia
and other Black 8ea states.

Washington, D. C., Oct s.—New cue

provisions at the tariff act of 1912,
prohibiting the Importation of intoxi
cating liquors without permit, were
promulgated by the Treasury today.
The regulations provide for the seiz
ure of liquors, seizure of the vehicle
in which the Importation is attempted
and the Imposition of liability; equal
to the value of the liquors upon the
person In charge ot the vehldo'seiaed.
