Mr. Chastain, chairman, building

1. This Inspection was made la
company with Mr. E. Jack Smith, di
vision engineer, Georgia State High-

member, county commissioners, Thom
as eounty.
2. Local name ot road, Thomasville-
Quitman road, located between the end
of Project No. 142 and tho Brooks
eounty line. This road Is on tho state
7 per cent, mileage system, as a pri
mary road, shown on state map ns
route No. 3S. There is a dispute as to
where this section or tho road should
be located. Front the end of Project
No. 142, there is a road fairly direct
to a point near Dixie, In Brooks coun-
ty, or ubout one mile east of Dixie,
with a grade crossing over the Geor
gia Northern Railroad, that Is 10.5
miles long. The part on this project
or In Thomas county Is 5.1 miles. This
route will leavd tho town of Boston
In Thomas county, and Dixie
Brooks county, off the road.
There is an alternate route which
angles to tbe right at end of Project
No. 142, and passes through Boston
and Dixie, and connects with tbe direct
route mentioned above, at a point ap
proximately 1 mile east of Dixie. This
route Is 11.5 miles long. On this lat
ter route there are, at present, two
grade crossing. But both of these can
be eliminated by overhead crossings,
Thomas county has a bond Issue
from which this propect Is to be
i financed, and when these bonde were
.voted It was stipulated that the road
> would pass through Boston. Boston
Is a town of L800 Inhabitants end
Dixie about 600. On the latter route,
end of Project No. 14$ to county line,
will be 6.0 miles. , A third route Is
suggested, which leaves the direct
route as does route No. $; passed thru
that part of Boston on tne north side
of A. C. L. Railroad, bat does not
cross over the A. C. L. Railroad;
comes back into Route No. 1 before
reaching the Georgia Northern cross
ing. This route will be almost
actly the same length as Route No. 2.

4. There will be no town of 2600
population, no tolls or ferries on
either route-

seconded by Mr. Murphy was ordered

To the honorable Board of County
Commissioners of Thomas County:
Gentlemen:
Having noticed from the minutes
of the last meeting of your honorable
body, that the property of Mr. Homer
Williams lying on the Dixie Highway
just beyond Carrol Creek, has been
offered as a site for a county farm
and convict camp, we, the undersign
ed property ownoi- on the Dixie
Highway, hereby petition your
honorable body not to consider the
property mention .1 for the purpose
indicated. In th. first place, we feel
it would greatly injure our pvooerty,
rendering it undesirable for residence
puposcs; i., the second place it would
greatly detract from the—beauty of
the Higliw ly, on which the county
l,as recently expended a large sum of
money. It would bo a very poor
advertisment of the city, as it would
be the'finit thing seen by strangers
and visitois coming into the city.
Aside from other consideration, to
us, it would seem peer business on
the part of the county to buy such
prominent, and valuable land for the
purpose mentioned, when something
prominent highway would
answer the purpose just as well and
better.
IVc earnestly request that you
gentlemen do not consider a step
which would so completely ruin our
property as residence property, that
being the purpose for which we all
eventually propose to use it. We
ask that this protest be spread upon
your minutes.

Chairman Williams reported that
he had been advised by Div. Engineer
Smith that arrangements had been
made with the Treasurer of the High
way Dept., to have all interest ac
cruing on the account at the Citizens
Bank and Trust Co., which has
amounted to date of last calculation
to $1,143.13 transferred to the
General fund account at the Bank of
Thomasville.
No grav:l has been received by
the county for the Boston road job
as all open top can art being used
in the trensportation of coal. There,
fore Mr. Mardre moved, on Mr. J. B.
Williams second that we take up tho
matter of getting price’s snd delivery
of gravel with other concerns in
order to get the work started on this

The September report of Dr. D. D.
Pearce state cattle Inspector was
read and follows elsewhere.
The Clerk submitted a report of
prices at which he had bought pro.
visions for die month of October for

Mr. Bickley stated that the Clerk
has served for about 4 yean without
any vacation and he moved on Mr.

that payment of all bills rendered
for such fees, shuld be refused. He
said the General Laws of Georgia
provides for the manner in which the
officers shall collect those insolvent
coats. After M>me discussion Mr.
Bickley stated he will favor having
an audit made to determine the
amount paid since the present system
was adopted. Therefore Mr. Thomas
moved on Mr. Bickleys second that
Auditor S. H. Everett be instructed
to continue and bring the audit of
the General records of the County
up to Oct. 1st 1922, and that he
check and render a report showing
the amounts paid the various Officers
of both City and Superior Courts in
all cases. where the County received
the convicts and gaid fees were paid.

It appears that while Capt. C. F-
Hansel] was County Attorney some
years ago .that he rendered • an
opinion that the County Commission
ers had no authority to pay these fees
but that the Officers secured an
agreement i^ith the Commissioners
by which they were paid on the
ground that the County received
the benefit of the convict's service
and consequently should pay the
officers Costs of conviction of said
convicts. Therefore tho County has
continued to pay such costs to dote.
Correction In Minute*.
Mr. Bickley stated that he had
been misquoted in the minutes of
September 12th in that he was quoted
as saying in regard to cattle dipping
that “All the cattle in the county
put up at sale would not bring the
money already invested in Tick
Eradication," when as a matter of
fact he had said all the range cattle
would not bring amount and that he
was not referring to milk and stock
cattle not on the ranges.
Upon motion all approved bills
were ordered paid and officers re
ports accepted for publication.

During the month there was dipped

During the month there was Inspected
one herd, number 31 cattle.
In view of the tact that we had an out
break of Texas faver ticks In the Cool-
lage end Garrison vat sections It was
decided to call In the vata adjacent to
all our vats that had shown Infestation,
with the following results.
Culpepper vat dipped 33 hards. 491
head of cattle. No Infestation.
. Roddenberry vat dipped 29 herd*. 219
head of cattle. No Infestation.
Murphy vat dipped 106 herds. 1,112 head
of cattle. No Infestation.
Howell vat dipped 93 herds. SOS heed
of cattle. No Infestation.
