' As I said before, the consolidation of
schools will hasten to make a library
possible in almost all the rural schools.
I hope the people oi Thomas county
may doom, come to realize the import-
ance of a library.

value of books to a young mind take for
illustration 3 the life of Andrew
Carnegie, thefpoor Scotch boy who waa
given the nse of a private library. He
has been saying all of his life, “I will
do ,what I can Jo give the rfoor boys and
girls access to books.”
In this age of advanced ideas we need
more ministering tb the higher nature
of man. There a?e thousands of aspi
ring youths in this southland whose
hearts aud minds are yearning for com
munion 'with some great soul. While
off at college I never entered the library
without my heart aching with the re
gret that I was deprived of good books
when my appetite for them was keenest,
and I also thought of the many boys and
girls of the country homes whose sensi
tive young souls are starving for the
bread of the higher life. A man 20 or
25 years old can never read Scott’s Ivan-
hoe, for instance, with the same degree
of pleasure as a boy of 12 or 15.f This
craving for menial food will die if it is
not ministered to during v the period of
youth. _ ; ' v
We teachers can put a library in every
school if we had a little encouragement.
Suppose, the county board of education
should say^wo will add 25 centa to ev
ery $1.00 that is given for library pur
poses until every country school b$s,a

The late Col. John Cockerell in The.

que cities in America/and one of these
is Salt Lake City.” It is not only uni
que in its temple, tabernacle and other
Mormon church institutions, but quaint
in appearance, with its wide streets, im
mense blocks and martial rows of shade
trees. It has, perhaps, more attractions
to the square yard than any city in the
country, and its climate, while temper
ate all the year round, is particularly
delightful in summer. The Great Salt
’Lake, with its magnificent Saltair resort,
where the water is “deader and denser”
than that in the Dead Sea in Palestine,
is an attraction in itself that people
come miles to see. There are many
cool mountain and lake resorts near by.

Thirteen counties have applied to the
Prison Commission for short term con
victs to work on the public roads, as al
lowed under the recent act of the legis
lature. These counties and the number
of convicts to which each will be enti
tled are as follows: Tronp, 21; Fulton,
106; Bibb, 45; Coffee, 15; Jefferson, 16;
i; Clark, 16;
Johnson, 10;

Thomas, 28;
Monroe, 18;
Richmond, 49, and Lee, 9.
It may be that some of these counties
will get one more convict than the num
ber named. The basis of division is pop
ulation, one oonvict being allowed to
about 1,100 of ihliabitanta. In the event
that any county has a remainder of pop
ulation approaching that number, it
may be an extra convict will be allowed.
This, point has not been acted upon yet
by the commission.
Several other large counties in the
state are yet to be heard from. It is
said this demand from the, cqhnties for
convicts will tend to increase the price
to the lessee to whom about 2,000 are
absolutely necessary. The lessees, it is
stated, can afford to pay $20 a month or
$240 a year for the men before it will be
cheaper for them to nse free labor.
The indications are, therefore, that
the price to be paid will be considerably
above jhe minimum fixed by the legisla
ture, which was $175 a year.

THE LEGISLATURE’S WORK.
During the two sessions of the present
legislature 1,259 bills and resolutions
were introduced in the house, 606 daring
the session of 1902 and 653 during the
session that has just dosed. This being
so it will be seen that the summer ses
sion ran ahead of the winter session by
nearly fifty measures.
At the session held last year 260 bills
and resolutions were passed and as the
session just dosed the total number of
measures passed in the house was 474.
About fifty bills were passed, at the last
session creating new school districts, and
in some counties fully a half dozen was
created in a single county. It is believ
