God bo ordained, and no fiat of autho rity *f jours can bring down the Cau casian "to the African, orbriris* un the African to the Caucasian. All efforts, all struggles will be in vain. And 5 this is no new experiment It has been tried throughout the whole of Spanish America. Juares, a half In. diao, now Governor and ruler of Mex ico, is just now showing there the j>arbario character of this mingled go- ' vernment ot unnaturally associated ra ces, while the numerous other Spanish- , negre-Indian hybrid States they ara almost #ll of them in constant civil war, armies running and overrunning one another, with the blood of the white man and the blood of the negro both deteriorated by thus comming ling, and yet here this rash, this fear ful-experiment! No, not an experi ment, for experience has already shown that it never can succeed. You pro pose to mix and mingle tbo twelve, millions of your countrymen in the Southern States of the Union. You take the most ignorant, the most un educated, the most brutish of the pop ulation and give them absolute control in boards of registration or through the ballot box. It needs not the eye of prophecy, it needs no skill of divi- . nation to foretell what must bo the ef fect of such a crime as this, for all his tory shows you what has been its ef fect and pronounces what it will be hereafter. But, Sir, I find I must draw to a close, and allow me to say in doing so that l igtiow that just now you are here abov > public Opinion, not only thd public opinion of this country, but of the world. But there is an un written law, there is a law of God that embodies itself in public opinion, which hereafter will hold you respon sible for the destruction 6t' the insti tution* of your country. You may overthrow the Constitution, you may force the previous question upon us less than half a day for the discussion of tho great principle < of this bill, but history, posterity, will do us justice I have long been in public life but this is now the proudo-t hour of that life, if L am nevoruoio to speak again, to remonstrate here in this House, and to make a record ot this remonstrance against the outrageous, the infamous principles of this tvranical military bill.
