The above table shows what one dollar in
Greenbacks is estimated to be worth in Con
federate Treasury notes at the several dates
specified ; one that the Revenue Department
has adopted, and which they require to be ob
served in estimating the value of Confederate
money. The reader will readily observe that
the Confederate money must be reduced to
currency and not to a specie basis, as has been

To the lion. Mayor and Council:
The Committee on Ordinances in obedi
ence to the action of the Council at its
last meeting,authorizing them to take into
consideration the whole of the existing Or
dinance on Licenses, and to report at
once the changes proper to be made therein,
by reason of the action of the Legislature
of the State at its last session, in regard to
the granting of License for the sale of spi
rituous or intoxicating liquors, within the
corporate limits of the city—beg respect
fully to submit the following, as a substi
tute for the existing Ordinance on Licenses,
and recommend that it be adopted ;
Ordinance on Licenses.
Section 1. Be it ordained by the Mayor
and Council of the City of Thomasville,
and it is hereby ordained hy virtue of au
thority vested in the same by the original
charter of said city, and by subsequent leg
islative amendments thereto, That any
person or persons, who shall sell or retail
spirituous or intoxicating liquors, other
than malt liquors, within the corporate
limits of said City, in quantities less than
three gallons, without having first obluinqii
a license for this purpose from the Mayor
and Council of Baid city shall, on convic
tion for such offence before the Mayor and
any Alderman of said city, bo fined in a
sum not exceeding fifty dollars and costs of
trial, for eichand every such offence; and
every and all such sale of spirituous or in
toxicating liquors, other than malt liquors,
in quantities less than three gallons, within
the corporate limits of said oily and with
out license from the Mayor and Council as
herein prescribed shall constitute a sepe
rate offence.
Section 2. Every person wishing to ob
tain license to Bell or retail spirituous or
intoxicating liquors, in quantities less than
three gallons, within the corporate limits
of the City of Thomasville, shall make ap
plication in writing for such license to the
Mayor and Council of said city, at least
eight days before the first regular meeting
of Hie same that shall be held in the month
of March : and all such applications shall
contain a definite statement of the place
where such sale is to be conducted, and
shall be accompanied by a written certifi
cate, signed hy two or more respectable
citizens of the neighborhood in which the
applicant resides, declaring such applicant
to be a fit person to be entrusted with such
license.
Section 3, City licenses for the sale ms
spirituous or intoxicating liquors, or for
any other purpose,except when the nature
of the business or employment is necessa
rily of a temporary character, shall not be
issued for a less period than six months,
nor shall any such license continue in force
longer than tho first day of March next
ensuing, after theissuing of such license,
and ill fees for licenses which are lo con
linue in force for a longer period than
three months, shall be paid quarterly in
advn nee.
Section 4. All persons seeking to ob
tain license to sell or retail spirituous or
intoxicating liquors shall, before such li
cense is issued,enter into a bond with two
or more securities, to be approved by the
Mayor, payable to the Mayor and Council
of the Cny of Thomasville, for eight hun
dred dollars, and conditioned to keep a de
cent, and orderly house ; and any person
who after giving such bond and receiving
such license, shall fail to keep a decent
and orderly house shall, on conviction for
such offence before the Mayor and Council
of said city, forfeit his or lior License, and
be fined in a sum not exceeding fifty dol
lars and costs of trial; and all persons who
shall under one license sell or retail spirit
uous or intoxicating liquors in moro than
one establishment at the same lime, or at
any other than his or her regular place of
business, or who after having obtained
license to sell orretail spirituous or intoxi
cating liquors, shall transfer or attempt to
transfer such license to any other person,
shall be subjeot to the penalties already
prescribed in this section.
Section 6. All persons who are required
by tlie provisions of this Ordinance to take
out license, and who shall fail to take out
such license fora longer period than fif
teen days after the time prescribed for
taking out tire same shall have expired, or
who shall, after taking cut license for any
purpose, fail to make pay merit for the same
for a longer period than five days after the
time at which such payment is required to
be made, shall be fined in a sum not Ic-s
than one dollar, nor greater than ten dol
lars, for each day they shall fail to take out
licensa,. or for each day they shall fail to
make payment »s herein prescribed; and
shall also forfeit his or her license at the
discret ion of the May or.
Section (i. Any person liavi g license
from the Mayor and Council, to sell or re
tail spirituous liquors, who shall per
mit persons to play and bet at, any game
or games of chance, or to stake money or
other t hi rig of value, on any game or games
of chance, in any room or building used
by such person, for selling spirituous or
intoxicating liquors, under such license,
or who shall sell or furnish directly, or
knowingly, through other persons any
spirituous or intoxicating liquors to any
minor, or lo any person already intoxi
cated, such person so offending shall, on j
conviction thereof before (He Mayor and I
Council of mud City, forfeit his or her li- j
cense.
Seciion 7 No person or persons shall j
exhibit publicly, witllin the corporate lint- !
itsof the City of Thomasville, for gain, any i
kind of theatrical or equestrian perform- \
ance, rope dancing, musical concert, fire
works, animal show, or sleight of hand, 1
without a license from the Mayor nnd
Council of said city, for such exhibition, j
nnd without having first paid the lax as- j
sensed against the same in the aunual tax
and lic. iiso ordinance.
Section 8. No non resident dentist or
daguori ootypist, or vendor of patent medi
ciues, shall be permitted to exercise his or
her profession within the corporate limits i
of the City of Thomasville, without having
first obtained a license from the Mayor and j
Council for that purpose ; and all persons
who, after being notified of the require- j
merits of this section, shall fail or refuse j
to take out a license as herein prescribed, !
shall be fined in a sum not exceeding ten j
dollars, at the discretion of the Mayor, for j
each day during which such profession
shall be exercised without license.
Section 9. All licenses required by the
provisions of this ordinance to be taken
out, shall be granted by the Mayor nnd
Council, and must he issued and signed by
the Clerk in his official capacity, who shall
be entitled to receive One Dollar for each
license issued, to be paid by the person to
whom the license is issued.
Section Ift. From and after the first day
of March, 1667, the fees for obtaining li
cense to exercise any trade or profession,
which r ule or profession is required by this
ordinance to be carried on under license: ’

exigencies of the city, and shall be suffi
cient to defray the indebtedness of the cor
poration ; the assessment to be made here
after according to the return of the receiv
ers of the tax returns.
The tax on goods sold at auction shall
he one per cent; auctioneers to make
monthly returns to the Clerk of Council,,
and to collect and pay over to him the
amount of tax due, under a penalty of not.

The tux on all goods and merchandize,
sold on commission within the Corporate
limits shall he one per cent, on the gross
sales, vendors to make monthly returns to
the Clerk of Council, under a like penalty,
as iu the case of vendue masters.
A lax of ten cents per bale is hereby as
sessed on each bale of Cotton stored or
remaining within the corporate limits of
the city, af er the first day of March, 1867,.
which tax shall be collected and paid to
the Clerk of Council, by the owner or
keeper of the warehouse, room, or build ■
itig in which such cotton may be placed or
stored, under a penalty of not less than
five dollars for each bale, on which the
tax herein assessed is uot paid ; nnd it
shall be the duty of tho Marshal to pro
cure from each person having Colton stored
on tlioir premises, and furnish to the Clerk
of Council, a monthly statement of tho
number of hales so stored or kept by them,
together with the names of the owner or
owners of such Cotton.
Seciion 11. All produce, fresh meals,
butter, mid poultry, shall be carried to the
Market House, nnd there offered for sale,
between tlie hours of 6 A. M., and 10 A.M.
The charges for hauling within the corpo
rate limits shall be as follows :
For all two horse drays or wagons 75 cts..
per load.
For all one horse drays or wagons, 87} cts.
per load.
Section 12. In addition to the license
fees prescribed iu the 10th Section of this
Ordinance, (lie following tax is hereby as
sessed against and required lo le paid by
nil vendors of spirituous or intoxicating
liquors, in quantities of one quart or by
greater measure, to wit : Twenty five ecu a
per gallon on every gallon sold ; the arnouns
ot tax to be ascertained from vendor’s re
turn, which shall tie given in under onth,
to the Clerk of Council, at the expirati n
of each quarter, and the tax shall be paid
at the same time.
Seciion 13. Repeals all conflicting ordi
nances on Licenses.
