of the State of Georgia, with instructions

‘2d. That the thirty-seven counties in
•the. State, which, by law in force prior to

said Convention.

be qualified as an elector, or shall be elgi-,

lie shall have previously thereto, taken and
subscribed the oath of Amnesty, as set.

fied as prescribed by the Constitution and

4th.’ That any two Freeholders qualified
to tote at such election -as aforesaid, may
act as managers of. the ejection at each of

“6th. That the delegates who shall be
elected as aforesaid, shall assemble in C.<*n

day of October, A. D. 1865
And whereas, The rebellion which has
been’ waged by .iv portion of the people
against, the government of the United
States’ h.tis, in Its revolutionary-progress,
deprived the people of the State of all civil
government ; and whereas, the} 7 must re
main. without civil officers and the admin
istration of civil law until a State Govern
ment'shall have been organized by -4he
Convention called as aforesaid ; and where
as. it is necessary in the’ meantime that
domestic tranquility be ensured, and that
the loyal people -be projected in all their
rights of’ person and property, I do further
proclaim and declare :
• 1 st,'That no individual-by virtue of his
oven .authority, shall inflict coporeal pua
i'shme.nt on any person for.any'real or sups
posed injury, whether such Injury relate
yo persons or prope ty; and that in all
•such cases, redress must be sought from
• and given by ‘such military authority, as
may.be invested with jurisdiction over the.

2d. That slavery is extinct, and invol*
jantary servitude no longer exists. Hence
’ no person shall have control of the labor
of another, other than such control as may
lawfully result from indenture, the relation
of parent and child, guardian and ward
and the contract of hi ing, freely and fair
ly made ; and that for a breach of duty,
on the part of any one standing in these
relations, the military authority will ad
minister in a summary manner, adequate
and proper relief under the laws of the
land. |
3d. That all riotous or tumultuous as*
semblages of the people, and also all as* (
semblages for unlawful purposes and un- j
lawful objects, will be dispersed ; and to
this end, if necessary, the military power
of the Uuited States will be invoked.
4t.h. That the idea, if any such is enter*!
tained, that private property will be dis
tributed or parceled out is not only delu
sive but dangerous and mischievous; and
if any attempt should be made by any
person or persons to effect such an object
by violence or unlawful means, it will only
secure to him or them speedy and merited
punishment,
5. To the end that the people may qual
ify themselves as voters, it will doubtless
be the pleasure of the commissioned offi
cers in the service of the United States, to
have the oath of amnestj administered
under the rules and regulations prescribed
■by the Secretary of State of the. United
States and in this work, most earnestly
desire and solicit the cheerful co-opera ticn

tary of State is directed, to establish rales and
•regulations for administering, and recording
the Amnesty Oath, so as to insure its benefits
to the people aid guard the Government
against fraud. Pursuant to this'iijuiiction yon

proclamation may be taken and subscribed
before any commissioned officer, civil,military
or naval, in the service of the Unite,] States,
cr any . civil or military officer loyal
. State or Territory, who by the laws thereof
may he qualified for administering oaths. All
who receive such oaths are hereby authorized
to give Certified copies thereof to the persons
respectively by .whom-they were made; and
such officers are hereby required to transmit
the originals, of such oaths, at as early a day
as may e convenient, to this department,
where they will he deposited and re pain in
the archieves of the Government. A regist
er thereof will be kept in the department, and
on application, in proper casern certificates of
such records will be issued i.u the customary
form of official certificates .
