A PROCLAMATION.
Whereas, by the Proclamation of An
drew Johnson, President of the United
States, dated 17th of June A. D. 1865, I
have been appointed Provisional Governor
of the State of Georgia, with instructions
to provide, at the earliest practicable peri
od, such rules and regulations as may be
necessary and proper for convening a Con
vention of the people, composed of Aiele
gates to be chosen by that portion of the
people who arc loyal to the United States
and no others ; and also with all the pow
ers necessary and proper to enable such
loyal people of said State to restore it to
its const stitutional relatiors to the Federal
Government, and to present such a form of
State Government as will entitle the State
to the guarantee of the United States
therefor, and its peoplo to the protection
of the United States against invasion, in
surrection and domestic violence:.
Now, therefore I, James Johnson, Pro
visional Governor of the State of Georgia,
as aforesaid, do by virtue of the power in me
vested as aforesaid proclaim and declare—
-Ist. That an election for delegates to a
Convention will be held on the first Wed
nesday in October A. 1), 1865, at the dif
ferent precincts at which elections are di
rected and authorized by taw-to be held for
members of the Legislature.
2d. That the thirty-seven counties in
the State, which, by law iu force prior to
the first of January, 18Gi, were Entitled to
two members of the of llepresenta-*
tires, shall be authorized and entitled’ to
elect each three delegates, and that the
remaining counties shall each bo author*’
zed and entitled to elect two delegates to
said Convention.
8 cl, That no person at su-eh election shall
be qualified as an elector, or shall be elgi
ble as a member of such Convention, unless
lie shall have previously thereto, taken and
subscribed the oath of Amnesty, as set,
forth in the President’s Proclamation of
May 29th A. X>, 1865, and is a voter quali
fied as prescribed by the Constitution and
laws of the State of Georgia, in force im
mediately before the 19th of January, A.
D. 1861, the date of the so called Ordi°
nance of Secession.
4th. That any two Freeholders qualified
-to vote at such election as aforesaid, may
’ act as managers of the election at each of
the precincts as aforesaid ’ and that in
managing and superintending such decs
lion, they shall be governed by and pro
ceed under the laws of the State regula
ting and prescribing the election of mem
bers of the Legislature, prior to the first
of January, 1861 ; Provided, that eaeh of
said managers, before entering on the dus
ties, prescribed,.shall swear the other tru
ly and faithfully to superintend and make
return of said election- according to law as
aforesaid and the requirements of this
Proclamation. • • .
sth. That the delegates who shall be
elected as aforesaid, shall assemble in Con-*
vention at the city of Milledgeville, at 12
o’clock, meridian, on the fourth. Wednes
day of October, A. D. 1865 j
And whereas, The rebellion which lias
been waged by a portion of the people
against the government of the United
States has, in its revolutionary progress;
deprived the people of the State of all civil
government ; and whereas, they must re
main without divil officers and the admin
istration of civil law until a State Govern
ment shall have been organized by the
Convention called as aforesaid ; and where
as, it is necessary in the meantime that,
domestic tranquility be ensured, and that
the loyal peqplc be proctected in all their
rights of person and property, Ido further
proclaim and declare :
Ist. That no individual by vtrtue of his
own authority, shall inflict eoporeal pun
ishment on any person for any real or sups
posed injury, whether such injury relate
to persons or prope ty ; and that in all
such cases, redress must be sought from
and given by such military authority, as
ma} r be invosted with jurisdiction over the
eases.
2d. That slavery is extinct, and invol
untary servitude no longer exists. Hence
no person shall have contvol of the labor
of another, other than such control ns may
lawfully result from indenture, the relation
of parent, and child, guardian and ward
and the contract of hiring, freely and fair
ly made ; and that for a breach of duty,
on the part of any one standing in these
relations, the military authority will ad
minister in a summary manner, adequate
and proper relief under the laws of the
land. ‘
Bd. That all riotous or tumultuous ass
semblages of the people, and also all as*
semblages for unlawful purposes and un
lawiYl objects, will be dispersed ; and to
this end, if necessary, the military power
of the United States will be invoked.
4th. That the idea, if any such is enter*
tained, that private property will be dis
tributed or parceled out is not only delu
sive but dangerous and mischievous ; and
if any attempt should be made by any
person or persons to effect such an object
by violence or unlawful means* it will only
secuye to him or them speedy and merited
punishment,
5. To the end that the people may qual
ify themselves as voters, it will doubtless
be the pleasure of the commissioned offi-
I cers in the service of the United States, to
have the oath of amnesty administered
j under the rules and regulations prescribed
by the Secretary of State of the United
States ; and in this work, most earnestly
desire and solicit the cheerful co-operation
| of the people, so that Georgia may speed
ily be delivered of military rule ; that she
may once again regulate her own domestic
affairs, and again enjoy the blessings of
civil government, and be heard ami telt
by her Senators and Representatives in
the councils of the nation.
Done at Milledgeville, the Capitol of the
State, on this, the 13th day of July, in
the year of our Lord eighteen hundred
and sixty five, and eighty ninth year of
American fnpcpendence. .

4. While military restrictions upon trade
are thus removed, still District and Post com
manders are reminded that they are expec
ted to kee.p such a military control over all
merchants and traders as is necessary - fpr the
maintainance of gopd order and a proper Po
lice within their commands. To this end
they are authorized to regulate, the sale of in
toxicating liquors, ales and wines as may seem
to them requisite.
11. Licenses will be given tq a limited num
ber of responsible parties, authorizing the.
sale by them, of liquors, ales and wines, for
which a license fee of twenty-live dollars will
be charged. Said license to continue m force
for the term of three yiontlis. . ’ .
Printed licenses wifi he’ furnished as soon
as practicable, which’ will be required .to be
conspicuously posted in the place of business.-
Applications for licenses will be made
through the Post commander, to the Assistant
Adjutant General at these Head Quarters.
No liquors will be sold or Otherwise dis
posed of to the enlisted men of the army.
Any person having received said license,
upon being convicted of keeping a disci dead
ly house will have their license revoked.
Proprietors will .be held responsible for
• ihe conduct of their employees, and any per
son who shall be convicted of having knowing
ly violated any portion of the foregoing-regu
lations will be fined, not less than ten, nor
more than one hundred dollars for said offence.

Proclamation of this date is herewith append
ed. By a clause in the instrument the Secre
tary .of State is directed to establish rules ‘and
regulations for administering and recording
the Amnesty Oath, so as to insurers benefits
t,o the people and guard the Government
againstfraud.. Pursuant to this injunct ion you
are informed that the oath prescribed in*t he
proclamation may be taken and subscribed
before any commissioned officer, civil, military
or naval, in the service of the United States,
tr any civ.il or military officer of a loyal’
State or Territory, who by the laws'thereof
may be qualified for.administering oaths. All
who receive such oaths are .hereby authorized,
to give certified copies thereof to the persons
.respectively by ychorn'they’ were made; and
such officers are hereby required to transmit
the originals of such oaths, at as early a.day
as may .be convenient, to this department,’
where they will be deposited aiid remain in
the avchieves of the Government: A regist
er thereof will be kept in the department, and
on application, in proper cases, certificates of
•such records will be issued in the customary’
form of official certificates. ,

evidence us he may deem necessary, the affi
davit of the applicant that lie is not excepted
from the benefit.-, of the Proclamation by any
on e of the exceptions therein made.
All persons excepted above will berequired
to make special application in writing through
District, Head Quarters, for permission to be
allowed the benefit of said amnesty. Said ap
plication must set forth the clause under which
they are excepted and accompany the same by
an affidavit that the person appliying does not
come under any other of the exceptions.

the Agents all needed and proper assistance.
The Military forces will not-,'.however, be em
ployed in searching for Cotton, nor will they
interfere with the transportation of it, or any
of the products of the soil, to market.
