Order No 71, Head Quar ters Department of the South, is hereby pub lished for the information of this command. 4. While military restrictions upon trade are thus rennved, still District and 1 ost com manders are reminded that they are expec ted to keep inch a military control over all merchants and traders as is necessary for the maintainance of good order and a proper lo lice within their commands. To this end they are authorized to regulate the sale ot in toxicating liquors, ales and wines as may seem to them requisite. .... 11. Licenses will be given to a limited num ber of responsible parties, authorizing the sale by them of liquors, ales and wines, for which a license fee of twenty-five dollars will be charged. Said license to continue in force for the term of three months. Printed licenses will be furnished as soon as practicable, which will be required to-be conspicuously posted in tlie place of business. Application for licenses will be made through the Post commander, to the Assistant Adjutant General at these Head Quarters. No liquors will be sold or otherwise dis posed of to the enlisted men of the army. Any person having received said licensee, upon being convicted of keeping a disorder ly house will have their license revoked. Proprietors will be held responsible for the conduct of their employees, and any per son who shall be convicted of having knowing ly violated any portion of the foregoing regu lations will be fined, not less than ten, nor more than one hundred dollars tor said oftence. S To enable residents of this District who may desire and are qualified to avail them selves of the benefits of the President’s Am . uesty Proclamation, of the 20th of May, 1865, Post Commanders are hereby directed to ap point suitable officers to administer and record the Amnesty Oath prescribed in said procla mation. Such officers will be guided by and strictly adhere to the rules and regulation establish ed by the Secretary of State in the following circular; DEPARTMENT OF STAT E. ) Washington, May 29. 1865. y Sir : —A copy of the Psesident’s Amnesty Proclamation of this date is herewith append ed. By a clause in the instrument the Secre tary of State is directed to establish rules and regulations for administering and recording the Amnesty Oath, so as to insure its benefits to the people and guard the Government againstfraud. Pursuant to this injunction you are informed that the oath prescribed in the proclamation may be taken and subscribed before any commissioned officer, civil, military or naval, in the service of the United States, cr any civil or military officer of a loyal State or Territory, who by the laws thereof may be qualified ‘for administering oaths. All who receive such oaths are hereby authorized to give certified copies thereof to the persons respectively by whom they were made ; and such officers are hereby required to transmit the originals of such oaths, at as early a day as may be convenient, to this department, where they will be deposited and remain in the archieves of the Government. A regist er thereof will be kept in the department, and on application, in proper cases, certificates of such records will be issued in the customary form of official certificates. In all cases the officer administering the oath will require, in addition to such other evidence as he may deem necessary, the affi davit of the applicant that he is not excepted from the benefits of the Proclamation by any one of the exceptions therein made. All persons excepted above will berequired to make special application in writing through District. Head Quarters, for permission to be allowed the benefit of said amnesty. Said ap plication must set forth the clause under which they are excepted and accompany the same by an affidavit that the person appliying does not come under any other of the exceptions. The Military forces will not, however, be em ployed in searching for Cotton, nor will they interfere with the transportation of it, or any of the products of the soil, to market.
