The officers and agents of the Bureau in this State will be particularly in. mructed and required tube patient, oblig’ng and forbearing. At the same time let me remind you, that when day j after day an officer has witnessed the j vvidences ot’ outrage® practiced upon these people, when tin y have been t ming, as they do come, one al cr another, with their backs torn to the lush, bruised, out, sbet, und maltreated, and when it would almost seem as though there was a ; universial disposition to persecute them, his sorrow and disgust m.y lurn to anger; and while in this mood, ■and boiling with indignation, a gentle man, who abhors such conduct towards the freed men a> thoroughly as himself, Ihav enter the office, and not be treated with the respect and consideration to ■which lu* i justly entitled. You certainly'will be willing to overlook ■such an accidental occurrence You will remember that Acre is no settled purpose o, reLriati n, but that there is a settled, well esfadlighed polej of conciliatioo. I know that officers have been found naturally cheap and contemptible enough, or o anxious to please and white people whose flattery they accepted, as to use their power ina tyrannical and oppressive manner towards the colored people. The white people may have used such men, but they certain-y despised them. I assure yn. tfcat if I have the mortification to find such an off eer in the Bureau in this State, he shall not only be dismissed but disgraced, if I can possibly have it done \\‘e mean to serve the people, and really hope to benefit them, but not at the expense of justice or manhood. There is no need of mistaking conciliation and kindness, imbecility or cowardice. Let us act with never so mud caution or care, we may We mistaken and may do wrong, but it will not bet intentional, and ifshwon, nothing shall be left un done to put the matter right or making restitution. The whole subject is surrounded by difficulties and even dangers, and nothin; will remove them, or iuiproove the condition of society but time, patience, kin Ine-s and forbearance wisely but firmly j applied. The wrongs and offences arc by no means wholly upon the one si ! e or the other. But 1 say frank’y, that ; from my experience, I antic pate much mure ‘difficulty will be found in indcing the ignorant freed people to become law abiding, peaceful and indu-trious citizens, than in compelling the white ! people to refrain from cruel tv and iujustic towards them. This is the best and most certain mode of ameliorating the condition ol the freed* men and securing prosperity to the white man. There is no reason why a master who was kind and humane to liis'slaves, as l believe a large ma jority were, should not be trusted by , rlie freedman now no reason why an honest, industrious, wclliiueaninj IV ednian, and a just and honorable white man, however widely apart tlicir social con ditions, should not be real j friends,'interested in each other’s wel fare, and even ready to protect, main’ ta'n an 1 defend ench other’s right The interests of the people are not antagonistic; it is for the interst of the white man to secure reliable, ti u t wor thy labor —it is equally for the j interest of the freedman to become an I honest, industrious, and skillful work'’ j man. For the present certainly, and so far as human fores'ght can perceive for the future, the welfare of the two races is inextricably hound up tog< til er ; whatever hurts the one, jnjurcs the other; whatever benefits the one, helps the other, whoever stirs up j stritc and ill leeling between the races, no matter upon what pretext, is a pub j lie enemy, ands! ould be so reg uded j and so treated. Getting angry and ! using violence can only make matters worse, and an officer of the Bureau ! who is unable or unwilling t> accept facts as they really exist, and who is | bent on maintaining som particulai j theory can only do mischief, and is unfit'for his [dace, however honest in ! his co .victions, j The officers and agents of the Bureau in this State will be constantly reminded that above a 1 other things, ! they are to endeavor to do simple jus< i ticc. end to do even that as kindly, dis tinctly and pleasantly as possible un der the circumstances. The experi ment of free labor i3*yet to be lairly tried. In some instances it has suc ceeded admirably, in many others it has been a failure. Scarcely any* tiling else, under the circumstances, could reasonably have been expected. There is ro material object that can engage the people of this State, of such vast importance to them, as the success of this system. It is to be j hoped that the people, for their own , sakes, will not allow any passion or prejudice, however honestly they may entertain it, to interfor with, or prevent success. 1 have explained frankly the real objects and inactions of the Bureau. 1 cannot help feeling they will meet with your approbation and approval. There is nothing in iho act of Congress creating it, nothing in the policy of the I Bureau, or in the attitude ol the gov. , eminent, hostile or menacing to the people of the South.
