Sumner presented a petition from colored citizens, asking that the second clause of the pending Constitutional amendment be stricken out, and one substituted for it, declar ing that no Congressman from the South shall lc allowed to sit in the House of .Representatives who is uot cb( sea by at least one La if the loyal men in his district, without regard to color. . He also presented a petition for the trial of .Mr. Davis by a court martial ani said in this connection that the trial of 3lr. Davis at Richmond at the present time would be one of those great comedies which would hereafter excite the deriVon of the world. The petition was referred to the Commit tee on 3lilitary Affairs. Washington, 31 ay 27.—1n the House, yesterday (26th) the tax bill was under consideration, when Pte phens offered an amendment, taking front the Secretary of the Treasury the appointment of a Special Commissi n cr of the Revenue; and providing'that the latter officer shall bo elect'd by Congress. Stephens remarked that he offered the amendment because the Secretary of the Treasury had said he would ap point to ofiiee only those who supported the President. -It was time,’’ 31 r, Stephens said, ‘‘to build a wall to pro tect those who support us. The See-s rotary is a recreant*tool of a recreant President.’’ Senator Hale—Republican— replied and showed that Congress has no such power of appointment. Delano—Republican—defended the Secretary “who was not a slave and thus prevented from speaking his sen timents. Pare he not have an opin ion of his own? Must we all square our opinions by a regular, line, at the dictation of an individual ? Just such acts as this of Mr. Stephens, was cre ating a very bad sentiment through out the oountry.” Thus discomfited, Stephens with drew his amendment, promising to re new it on 3londay [By which time he hoped to whip in his followers Eds. Tel.] ‘Washington-, 31ay 28.—Thad Ste vens introduced a bill declaring that the States lately in rebellion have for feited their rights under the Constitu tion. and can be re instated in the same only through the action of Congress. It provides that they may form valid governments —the present ones being continued for municipal purposes until thoy shall be duly altered and their Executives and Legislatures recogniz ed. Their Constitutions are to beforni ed by Conventions and submitted to the people, a majority of whom is nec essary lor ratification. All male per sons above twenty-one years to vote. No constitution is to Lc presented for Congiessional sanction which denies civil rights to any persons. The bill was committed to the Committee cf the i Whole on the State of the Union. The Five Cents Tax ox Cotton-. —ln view of the tax of five cents a pound on cotton, planters who have failed to obtain a good stand, owing to the defectiveness of the seed painted, ‘ should plow up their fields and replant them with coni. New \ork, 31ay I.—The city of Valparaiso has been bombarded by the Spanish fleet. The city and $20,000,- ! 000 worth of property was destroyed. Great blame is attached to the British and American Consuls ior not interfer ing with their ships to prevent such wholesale destruction, instead of leav i ing harbor.
