REFORM NEEDED It is said of New York State Prison that the oells are so infected with herculosia that a prisoner wlto enters in perfect health will soon oontiact the disease and often a short sentence means death. These facts change is badly needed in the sanitary arrangement of this prison as well as many othe:a. A VISITOR'd VIEW.
