Joe Hill Hail introduced a bill that passed the house of representatives by a vote of 97 to 29 requiring all rail roads to havo a state charter. All ex cept the Southern Railway have such, and tho bill is intended to mnke the Southern submit to trials in state courts instead of carrying everything to the United States court. Messrs.
