A general bill authorising cities and towns to oWn, operate, boy or sdll plants was lutroducod in the senate by Sena tor Park at the request of an owner o* a pi irate plant in Newnau. This gener al bill if passed would of course govern ThomaavUlo. But tbe general bill con tains certain other important provisions whloh wore bought out nod defended iu.a speech before council, by Got. 8. G. McLendon, attorney for tho Thomuvllle Electric Light Company. Col. McLendon ie an eaay, graceful speaker. He la one of the best inform ed men in the sdatb. His talk* are rich in illustrations and teem with historical allusions. He speaks earnestly but quiet ly nnd occasionally lay* strong ompliu- sis on a strong point. He first gave a history of the general bill, sliowlug that it applied to other cities than' Thomas- rllle, was not aimed at Thomasville alone, aud was by no means, a secret nor did its backers endeavor to ruslijt through. He showed that Alder man Hansel! approved of tlio bill and was present at its heariug before the general judiciary committee, Ho took up the bill aeetiou by section.
