The report of Commiastoner of Cor
porations Garfield on the beef indus
try, after about eight months’ Inves
tigation In Chicago and elsewhere,
shows that there has been.an enormous
amount of exaggeration In the state
ments that have appeared for some
time past in regard to the beet bust,
nets. This Investigation was set on
foot by a resolution of the House of
Representatives adopted March 7,1901,
and the ascertained facta after a most
rigid examination of the methods and
general conduct of the business are
contained In a report covering 808
pages. Its figures and tablaa conclu
sively show that the popular belief in
enormous profits made by the largo
packers, such as Armour A Co., Swift
A Co. and Nelson Mocrls A Co., and
In the exolntive control of the busi
ness which many think they enjoy, Is
really without foundation.

tual conditions of the beef business
that haa been made, and as all the con
clusions arrived at arc baaed, as shown
by him, upon dale officially obtained,

Thta report shows why the prlce-of
both cattle and beef advanced to the
highest level aver known after the
short corn crop of 1901, and states that
because of the decrease In number of
cattle and alao In decreased weight,
"the high prices of beef which caused
so much complaint among consumers
at this time wero attributable wholly
to these abnormal cattle prices."
All the figures of the live weight and
live coat of all dreaaed beef cattle were
obtained from actual killing records,
nnd all Information of every kind ob
tained by the Commissioner was volun
tarily and freely offered by the pack
ers, all books of record and papers
connected with the business having
been placed at his disposal.
To make certain that the results of
the Investigation should he absolutely
accurate, the Commissioner states that
a doable method of ascertaining profits
was adopted, and, without going Into
detail here, It la found that the conclu
sion arrlvad at shows an average profit
of 99 centa per head. The Commis
sioner saya "the close parallelism In
the reenlte of the two methods of as
certaining the profits confirms com
pletely the correctness of the general
conclusions.'’ It la clearli established
that “Western packers do not control
more than half of the beef supply of
the United States," the conclusion of
the Commissioner being that tho busi
ness done by them amounts to “abont
45 per cent.” of the total slaughter of
the country.
Tho whole report is extremely inter
esting and well worthy of careful pe
rusal. As an official report It may bo
regarded as worthy of confidence, and
It certainly leads the render to the
conclusion arrived at by the Commis
sioner when he states that "the capi
talization of none of those concerns Is
excessive as compared with Its actual
Investment.” 'and that from thorough

greatest prosperity, from 1807 to 1906,
average prices of breadttuffs advanced
05 per cent.; meats, 23.1 per cent;
dairy and garden products, 50.1 per
cent., and clothing 24.1. All these were
products of the farmer and stockman,
who profited more than nay other class
of the community by these advances.
Tho miner benefited 42.1 per cent, by
that advance In the average .price of
metalz. The only decrease in the aver
age prices of commodittas In that pe
riod waa in railway freight rate*, which
decreased from .798 per ton-mile In
1897 to .703 in 1903, a lota of 4.4 per
cent. The report of the Interstate
Commerce Commission shows that the
average Increase In the pay of railroad
employes In that period was a trifle
above 8.5 per cent.

value of "patent medicines” pro
duced in this country annually at
$59,611,335. As the average profit is
about one-third, this means that the
sum paid over the retail druggists’
counters, taking no account of In
creased consumption In the last four
years, is something like $80,000,000 a
year, about $1 for every man, woman
