Taylor retarded yester day from Atlanta tvhero he attended a meeting of thestate board of health The meeting waa a most Interesting one. It was made doubly Important by the fact that while the board was In session a case of yellow fever was reported In Atlanta. The case was that of a refugee from Pensacola. The board censured Atlanta for not having declared a quarantine, and advised Thomasvllle to Institute a rigid quarantine agalust all infected points. The same advice was sent to ether cities and aeted on by them. Atlanta has refused to quarantine of her own volition and questions the authority of the state board to make her do so. Dr. Taylor says that an Impor tant resolution passed by the board was one stating that the mosquito Is the only known means by which yellow fever is now transmitted, and on this account the tight for the pre vention of the spread of the dis ease ahoyld be directed toward the extermination of this mosquito, which exists practically In every por tion of Georgia Florida and Ala., Including Atlanta. Under" the law creating the Bd. of health, a fine of may be lev ied against local boards of health for failure to report to the secretary of the state board of health cases or suspected cases of such Infectious diseases ns yellow fever, cholera and the like. The law also gives the state board authority in certain cases to take charge of local quarantines and to enforce them. Should Atlanta or any of the other cities named, fall or neglect to Institute quarantine, the state board has the power tot take charge of such quarantine and make the city pay the expenses. ' - , So,very early yesterday morning a gentlemen called on Calvin and L la and took them for a little w out Jo the golf links. The links have been very quiet all summer, but there was something doing then. A Jury was formed, and the two men were tried In duo form. Louis was acquitted for lack of evidence. Cal vin was found guilty and received a real good sound and long continued thrashing with a thick leather strap with five thongs. Of course no one knows Just who did the work. It la understood that the weapon of punishment was'the same that was used on an Impudent hotel negro about a year ago. It-la also said that the leather has not been disposed of, but Is kept for .fu ture use, whenever occasion de mands. It Is further said that the users of the same have several oth er names on their little Ust for the same sort of business, and that the offenders aro lively to be called on at any time. It Is also understood that the whippers nre determined to stop all lawlessness among both jivhlto and black and that needless talking will receive particular atten tion. Some people think that the deed was done by a crowd of good people from South Thomas and across the Florida line who are apt to call a- galn In Thomasvllle. ONCE MORE „ y WRONG MAN After several daya of quiet there was again an exciting afternoon in tbe HaiXler case on Sunday. At 4:20 m. Sunday two young white men A. P. Knight, and I. B. Butler, brou ght from Jennings, Fla., a negro sus pect who aald bis name was Taylor. He was taken to the court bouse by the officers for examination. The news quickly spread abroad and In a few mlnutea nearly a hundred clt lsens had gathered In front of the court bouse, anxious to know If Mt was tbe right man. Tbe negro was greatly frightened but told a straight story. He said he had been working In the cotton fields around Jennings. He answer ed tbe description it Harder ae to bad teeth, aear, height and weight but waa a little light In color.Bealdea he had a moustache of alx months grow and Harder waa clean shaven when he left here. The people of Balnbrldge are very Indignant at false reports of yellow fever contain ed In this morning's Savannah News and other papers. The story Is utter ly false and unfounded. There Is not even a serious caso of sickness of any kind In the town. The story gave as Its authority a doctors daugh ter, but there Is no doctor’s daugh ter absent from the city. The Board of County Commission ers held their regular monthly meet ing yesterday morning at the court house. The principal business of the day Was the fixing of the annual tax rate for the county. This was set at- $4.60 on the thousand dollars worth of property. Thla Is an extremely low rate. It la the lowest of any county In ths state that "has the' alternative road law.-There are more than fifty counties that do not have the alter native road law whose tax la higher than Thomas’ with the liaw. , The people of the county are much pleased to learn that the law can he put Into effect with so slight an in crease In tbe rate.
