Engine’s Noise Disturbs Speaking at Boston and Raises a Point From Friday's dally. 1 Boston's celebration was a great ’ success. .Tie only Incident to mar the day was hardly a marring after all. It served to pqt t£e crowd in . a good humor and give them some thing to talk about. A freight train on the Coast Line made a great fuss for half an hour or letis, switching around In the neighborhood of the stand. Efforts to sy>p the noise were unsuccessful and as a last resort the crew of the train was placed-un- der arrest until after the speaking was over; The speakers' stand was ‘ loicated very near the railroad not far east of the depot. When Hoke Smith was In the midst of his address a long freight train, pulled by a big copper head engine came up and stopped at the depot. It soon began switching cars back an|l forth by. the stand making such a noise as. to drown the speaker's voice ontlrely, and made his words fall powerless. TRo crowd stopped their cara for a time, hoping the ibterruptfon would last for but a minute, ft, kept qp however, and the officers of the road, were appealed to to have the train move,on The reply came back It Is sold, for the train to continue, Its work. . Before this appeal wgs. sent, a motion was made from the stand for all who. fav ored tending ft to stand jip, The vote was practically unanimous. All the proceedings of the day were brought to a complete standstill, and the crowd passed from impatience to desperation and finally the, copductor was arrested and held until after the speaking was oVer._ II is said that one man W4 told him thaf'lf’ji* dfd not stop! his Genuine Blue Lick and . Cooler heads, however, say that such an Idea is preposterous that the train crew wlfre merely doing their work as usual and had no desire whatever to dis turb the gathering. Hon. Hoke Smith took occasion ■ to call the attention of the audience to the Incident as showing how little regard the railroads hold for the pub lic. Tho Dinner. There were three thousand pounds of barbecued meat and It was cooked to the true queen’s taste. Although the attendance was enormous, there was food in abundance left over. The special train from Moultrie hearing Mr. Smith did not arrive until half past eleven and this caused the ar rangements to be delayed. He did not finish speaking until long after the usual dinner hour and everybody waa hungry but thta only added sauce The Speech. Mr. Smith waa Introduced by Hon. 8. O. 'That was a year ago. Coming In upon a wave of unexampled popular volition, partly tho rebound of ex traordinary conditions, but at the same time an undeniable' personal tribute,' another and quite different Theodore Roosevelt appeared , upon the scene. The military of the state are much exercised over the new requirements published In late orders from the Adjutant General’s office. These re quirements say that all men enlisted hereafter must stand a physical ex amination and secure a certificate . signed by a surgeon. It further more states that any man applying for enlistment and under 21. years old, must secure the written consent of his parents. The order places the minimum enlisted strength at 10 and the maximum at 50. These or ders are promulgated to bring the military up to the standard required by the Dick bill. Col. Wylly of the Fourth Regiment is asked for an opinion as to the new regulations. In his reply he stated that if they could be enforced they would serve to bring the state troops approximated, but that -the before approximated, but that the company commanders would encoun ter a great deal of trouble in reach ing the standard. in the first place a margin of ten -n between the minimum and the maximum is too small to operate on. A conference between the governor and the adjutant general, however, decided that this provision of the law should he construed ns directory, and not mandatory. Any new organ Izatlon will he required to show to men before It will be admitted hut an old company will not be disband ed simply because it happens to fall below the minimum for a few weeks. All company, commanders in the state- however will be required to make every effort to keep their com mands up to the prescribed point. The medical examination will be hardly more than a form, any man of ordinary physique being able to stand It readily. This feature will be a bane to the existence of all en listing officers, as will the other re quirement making the consent of parents necessary for the enlistment of men under 21. The regulations cause a deal of red tape of which there Is already an abundance for the officers and the adjutant gener al's office too. The officers of the Fourth are tak ing their dose with equanimity, and promise Col. Wylly that they will see the thing through, even If they get choked to death with the tape.
